The Minister of Health, Alexandru Rogobete, stated that the measure is “necessary” in the health field “to keep experienced professionals in the system, especially in the deficient specialties, where every doctor counts”.
The official announced that the Government adopted an ordinance to this effect in Thursday's meeting.
“Today, by emergency ordinance of the Ministry of Health, we continue in 2026 the cumulation of the pension with the salary, with priority in health, education and other critical systems. It is a necessary measure to keep experienced professionals in the system, especially in deficit specialties, where every doctor counts”, said Minister Rogobete, on Thursday, in a post on Facebook.
What the prime minister said about the combined pension-salary
In an interview given to ProTV News in November, Prime Minister Ilie Bolojan said that the Government's intention to prohibit the cumulation of the pension with the salary refers to special pensions and will not affect areas such as education or health.
“In education or in health, these accumulations are exceptional situations that are given by certain realities, for example, a shortage of physics teachers that we have, and then a retired physics teacher, if it is impossible to replace him, it is better to remain active if he wants to, or shortage in certain areas of the country of teachers or medical personnel. You may have a smaller hospital where there is not a great attraction for doctors, and then, if I have a good doctor, he can still stay if he has no one to replace him, except to abolish a hospital ward”, explained the prime minister on November 19.

Other measures announced on Thursday by the Minister of Health
Alexandru Rogobete said that, also in Thursday's government meeting, the Health Law was amended and “the framework was created for the necessary legislative adjustments, including those related to professional recognition and the issuance of professional attestation documents, so that the human resource in health is protected, and the times for issuing documents are as short as possible.”
“The new provisions clearly establish that the general rules of limitation do not apply to the national residency contest, nor to contests or exams for filling positions through clinical integration. In addition, through a memorandum approved by the Government at the proposal of the Ministry of Health, contests or exams can be organized to fill vacant or temporarily vacant positions in hospitals. Health must move forward,” added the minister.
He specified that doctors and pharmacists “who have already entered the system and later become teaching staff can continue their clinical activity without additional bureaucracy”, and “clinical integration is done simply, by adapting the work relationship, so that experience and competence remain with the patient”.
“We are opening up the system even more for Romanian doctors from the diaspora. More and more specialists want to return home, attracted by the investments in hospitals and modern medical programs. We are eliminating the administrative delays that kept them on the sidelines for months and speeding up professional recognition, through fair, transparent and predictable procedures – with short processing times for cases”, said the Minister of Health, Alexandru Rogobete.
