15 countries will strengthen Ukraine's defense in 2026. Results of the 32nd Ramstein


According to him, in the current year 2025, the partners committed to spend almost $5 billion on Ukrainian defense production and about another $5 billion on the purchase of American weapons for Ukraine.

“Both indicators are record highs, and we strive to maintain such dynamics in 2026,” Shmygal wrote.

He said that on December 16, during the Ramstein meeting, the Ukrainian side received important commitments from partners for long-term support, in particular from the following countries:

  • Germany (€11.5 billion in support of the defense of Ukraine, focus – air defense, UAVs, artillery shots. Also, new Patriot and IRIS-T systems have already been transferred to Ukraine);
  • UK (strengthening the air defense capabilities of Ukraine in the amount of £600 million at the expense of frozen assets of Russia, funds from partners and its own budget in 2025);
  • Canada (additional C$30 million for Ukrainian drones, AIM-9 missiles, electro-optical sensors and other military assistance);
  • Netherlands (€700 million for UAVs, including €400 million for Ukrainian-made products);
  • Montenegro (preparing a contribution to the PURL initiative and the NSATU fund in support of Ukraine);
  • Denmark (new contribution to PURL with a focus on Ukraine’s aviation capabilities, transfer of the 29th support package worth €250 million – drones, air defense and support for Ukrainian aviation);
  • Estonia (continued support at a level of at least 0.25% of GDP (€142 million), contribution to the IT coalition in the amount of €9 million);
  • Latvia (continued support at a level of at least 0.25% of GDP (€110 million), focus on UAVs, electronic warfare, PURL);
  • Lithuania (more than €220 million in 2026 for military support to Ukraine at a level of at least 0.25% of GDP, including contributions to PURL, the Patriot program for Ukraine, the “Czech Initiative” and the “Mine Action Coalition”);
  • Luxembourg (€100 million in 2026 in support of Ukraine, second contribution of €15 million to PURL);
  • New Zealand ($15 million per PURL);
  • Norway (about $7 billion in total military assistance in 2026, contributions in support of American air defense systems and the “Czech initiative”);
  • Poland (supply of 155-mm shells, implementation of joint projects with Ukraine within the framework of SAFE);
  • Portugal (contribution to the “Czech initiative”, €10 million for UAVs);
  • Czech Republic (as part of the “Czech initiative”, the supply of 760 thousand artillery shells has already been financed for 2026).

Shmygal expressed gratitude to his partners for their contributions, which “save lives, strengthen the whole of Europe and bring real peace closer.”


Context

Since the start of full-scale Russian aggression in February 2022, Ukraine has been receiving assistance from Western countries, including military and financial.

The Ramstein format – monthly meetings of the contact group on the defense of Ukraine with the participation of representatives from more than 50 countries – was founded by the United States in the spring of 2022.

On August 4, 2025, NATO announced the launch of a new format for supporting Ukraine – Prioritized Ukraine Requirements List (PURL). As part of this initiative, Ukraine will receive American weapons funded by European allies and Canada. As explained in the Alliance, the cost of each assistance package is approximately $500 million, it will include equipment and ammunition, which Ukraine considers a priority. Such deliveries promise to be formed quickly and carried out regularly.

On December 16, the 32nd meeting of Ramstein took place. At it, Shmygal proposed that the allies allocate at least 0.25% of GDP to the defense of Ukraine. According to him, the total defense needs of Ukraine in 2026 are $120 billion, Ukraine can cover half of this amount with its own resources, but $60 billion should come from partners.
