Siberia is preparing proposals to improve budget and tax policies

Governor of the Krasnoyarsk Territory Mikhail Kotyukov chaired a meeting of the coordination council for finance, taxes and budget of the Interregional Association “Siberian Agreement” (MASS). This was reported by the regional Ministry of Finance.
Deputy Minister of Finance of Russia Pavel Kadochnikov, chairmen of specialized committees of representative bodies, as well as heads of financial authorities of the constituent entities of the Siberian Federal District took part in the work of the site. During the event, the execution of regional budgets, the development of the tax base and further steps to increase financial stability in Siberia were discussed.
“In addition to working with the federal center, we constantly discuss the common goals of improving the quality of life of people and developing the potential of each territory, actively exchanging experiences, and studying each other’s practices. Today we need to ensure the achievement of all national development goals – for the Siberian Agreement this is an absolute priority, despite all the difficulties,” said Mikhail Kotyukov, opening the meeting.
Deputy Minister of Finance of Russia Pavel Kadochnikov presented the main directions of budget policy and the development of interbudgetary relations for 2025–2026. He outlined current approaches to budget formation, priorities for supporting entities and mechanisms aimed at improving the balance of regional finances.
Chairman of the AMIS Coordination Council for Finance, Taxes and Budget, Deputy Prime Minister of the region Vladimir Bakhar spoke about the current economic situation, the execution of budgets for the past period of 2025 and key issues that are significant for the subjects of Siberia.
“The regional economies are demonstrating stability. The contribution of the constituent entities of the Siberian Federal District to the formation of Russia’s GDP is about 9%, and the volume of investments in fixed capital is about 4 trillion rubles annually, or 10% of the all-Russian level. Among the leaders in terms of GRP volume and investments are the Krasnoyarsk Territory, Irkutsk, Novosibirsk and Kemerovo regions,” noted Vladimir Bakhar.
He also added that the income of the consolidated budgets of the constituent entities of the Siberian Federal District for 10 months of this year amounted to almost 2 trillion rubles and provided about 10% of revenues from all regions of the country.
The meeting participants also discussed the dynamics of tax and non-tax revenues. Over the past four years, revenues have increased by more than 20%, while the share of income tax has decreased, and personal income tax has shown strong growth.
