One of the foundations of the Polish Development Strategy until 2035 is a list of over 80 cities that are to be surrounded by a special investment umbrella – announced the Minister of Funds Katarzyna Pełczyńska-Nałęcz, who met on Friday in Piotrków Tryb. with local government officials from the province. In the opinion of the Minister of Funds and Regional Policy, metropolises need a different type of support than local Poland. “The Polish Development Strategy until 2035 will soon be adopted by the government. One of the foundations of this new document is a list of over 80 cities that we want to surround with a special investment umbrella. Piotrków Trybunalski is also on it. Our goal is to maintain sustainable economic growth throughout Poland, and not only in large metropolises. Large metropolises are very important, but to a large extent they drive their own development, they do not need as much support as local Poland,” she said.

Pełczyńska-Nałęcz announced that local governments received nearly PLN 200 billion from European Funds and KPO. She noted that work on the next European Union budget would begin soon, but it had already managed to win a significant role for local governments in investing funds.

According to information from the Ministry of FiPR, currently local governments can take part in recruitment from KPO and FEnIKS, which amount to PLN 5.5 billion, including PLN 1.3 billion from KPO (not including regional programs). These measures include, among others: to support the reform of spatial planning, replacement of heat sources in multi-family buildings, development of adaptation plans, support for mental health centers.

By the end of the year – also in addition to regional programs – recruitment for local governments will be launched, in which over PLN 1 billion will be available for use under national programs from FE.

According to the ministry, in the Łódź region, a total of PLN 36 billion will go to local governments from the KPO, and according to the ministry, there is still approximately PLN 13 billion to be used.

In the province Łódź Province has so far concluded 60.8 thousand contracts with KPO worth PLN 5 billion. The KPO co-financed, among others: eight Industry Skills Centers, four of which operate in Łódź and the others in Tomaszów Mazowiecki, Opoczno, Wieluń and Zduny; childcare places for children 0-3 years old in 83 nurseries and children's clubs; thermal modernization of schools in 9 communes. In addition, support was provided for research centers – the Institute of Biotechnology of the Agricultural and Food Industry. prof. Wacław Dąbrowski – National Research Institute in Łódź; Institute of Horticulture – National Research Institute in Skierniewice. Funds from the KPO were also allocated to the purchase of low-emission buses for Łódź, Zduńska Wola, Piotrków Trybunalski, Bełchatów and Tomaszów Mazowiecki and the reconstruction of 12 dangerous places on the roads.

In turn, 343 co-financing agreements were signed under the European Funds for Infrastructure, Climate, Environment 2021-2027 (FEnIKS) program, the beneficiaries of which are local government units. EU support amounted to PLN 19.68 billion. The projects concerned energy, environment, transport and health.

Currently, 10 calls for proposals for local governments for PLN 4.19 billion are underway as part of FEnIKS – including: for zero-emission passenger railway rolling stock, water and sewage systems and the expansion of mental health centers. The next three recruitments are planned and regional policy; the total value of funds to be distributed is over PLN 5.89 billion.

According to the Ministry of FiPR, from the regional program of the province. The Łódź region received over PLN 11.5 billion (EUR 2.7 billion) in the current EU financial perspective. This amount also includes funds from the Just Transition Fund.
