President Karol Nawrocki signed an amendment to the Road Traffic Law, which assumes simplification of the vehicle registration process – the president's office announced on Monday. As added, the amendment will enable, among others, electronic submission of an application for vehicle registration.

The amendment to the Road Traffic Law signed by the president introduces provisions enabling the modernization of the Central Register of Vehicles and Drivers (CEPiK) system, which serves, among others, to carry out processes related to vehicle registration and the broadly understood acquisition of driving licenses.

The new regulations are intended to contribute to reducing the burden imposed on citizens, eliminating the need for personal visits to offices and paper documents, as well as automating administrative procedures. The act also assumes the introduction of e-services, expanding the scope of collected data and improving data exchange between various state registers.

It also provides for the digitization of court procedures for recording data regarding judgments and decisions on driving bans and for transmitting and updating this data in CEPiK using the IT system of the Ministry of Justice.

As indicated in the press release from the president's office, in addition to enabling the electronic submission of an application for vehicle registration, the amendment provides, among others, for: abolition of the obligation to legalize license plates when registering a vehicle if the owner wants to keep the current registration number, extending the deadline for submitting an application for registration of a vehicle that was acquired in inheritance from 30 to 60 days and introducing temporary vehicle registration also in the registration authority competent for the place of purchase of the vehicle.

The act will enter into force six months after its announcement. The exceptions are the provisions regarding, among others, providing courts with data from CEPiK, which will enter into force after 14 days from the announcement of the Act, and provisions regarding ICT systems for vehicle registration and the system supporting the central vehicle register, which are to enter into force on January 18, 2027 – added in the announcement.
