The refundable allowance is a benefit paid by MOPS, which is addressed to individuals and families who find themselves in a sudden, difficult life situation, even though they formally exceed the statutory income threshold.

Reimbursable allowance is granted people who have experienced unforeseen events, such as an accident, serious illness, sudden breakdown or loss of job. The benefit is most often paid by transfer, and the funds must be allocated for a specific, urgent purpose.

To receive a repayable allowance, it is necessary to submit an appropriate application to MOPS and present documents confirming income and the purpose for which the funds are to be allocated.
An applicant applying for a repayable allowance must present an identity document, income certificates of all family members and documents confirming the purpose of the expense, such as bills, cost estimates, medical certificates or documents regarding a failure. Additionally, a declaration of financial and financial situation is required.
As we read on the website of MOPS in Olsztyn, the benefit is granted by an administrative decision, which is “preceded by a family community interview at the place of residence or stay of the person concerned. The interview is conducted by a social worker within 14 business days from the date of submitting the application in order to determine the personal, family and financial situation of the person applying for help.

Thanks to this solution, MOPS can quickly provide financial assistance to people who are not formally eligible for other benefits because they exceed the income threshold, but are in urgent need.
The repayable allowance may be granted on a targeted or periodic basis. It is distinguished by the fact that it does not apply to the statutory income criterion, which is PLN 1,010 for a single person and PLN 823 for a person in a family.

This means that even people with higher incomes can apply for this benefit if they find themselves in an exceptionally difficult life situation. The key condition for granting the benefit is the sudden occurrence of circumstances that require immediate financial support.
According to the rules, this benefit is treated as a loan that must be repaid, but in exceptional situations, for example in the case of a chronic illness, the head of MOPS may waive the request for repayment.
