The Chairman of the State Duma announced a bill on quotas for self-employed taxi drivers

State Duma Chairman Vyacheslav Volodin announced the preparation of a bill that will allow self-employed taxi drivers to work in cars that do not meet localization requirements. The initiative provides for the establishment of a regional quota of 25% of the total number of cars registered in the region.
According to the proposal, the taxi registry will be able to include self-employed people who have owned a car for more than six months and use it personally, without involving other drivers. According to various estimates, from 540 thousand to 1.5 million people work in taxis as self-employed, and for 70% of them this is additional income.
According to the Saratov 24 TV channel, the transition period for such drivers is planned to be established until January 1, 2033. This will allow us to gradually adapt to localization requirements, which come into force on March 1, 2026.
Volodin noted that the bill is planned to be considered in the near future.
