On Sunday, November 23, in Geneva, the Ukrainian delegation met with the national security advisers of France, Germany and the United Kingdom and with the United States delegation regarding the peace plan. The Ukrainian delegation included, among others: head of the cabinet of the President of Ukraine Andriy Yermak. One of the US representatives was US Secretary of State Marco Rubio.

— In my opinion, we had probably the most productive and meaningful meeting of this entire process. (…) I think we have made significant progress. Our teams have already gone to their rooms and we are working on some of the suggestions we received. So we are making some changes, some adjustments, hoping to reduce our differences and get closer to something that will be very acceptable to both Ukraine and the United States, Rubio said.

Axios, citing two sources, reported that Rubio and Jermak's optimistic statements appeared a few hours after the tense meeting. As reported by the portal, the American side accused Ukrainian officials of revealing negative details about the plan in the American press. “The Ukrainians agreed to have one of their negotiators issue a positive statement to dispel any doubts,” Axios points out.
