Controversy surrounding the American plan
The negotiations concern a 28-point plan prepared by the US, which – as key EU countries claim – is too favorable for Russia. According to Axios reports, the plan includes, among others: Ukraine's resignation from NATO membership, reduction of the army to 600,000 soldiers and transfer of part of the territory to Russia.
The Washington Post reported that the European counterproposal includes, among others: opposition to limits on the size of the Ukrainian armed forces. European countries are also to demand that Ukraine fully regain control over, among others, Zaporozhian Nuclear Power Plant, Kachovka Power Plant and Kinburn Spit.
