Rubio described the 28-point peace plan, criticized in both the US and Ukraine for its concessions to Russia, as “a very good product”, stressing that the document “is based on the contributions of all relevant parties involved”.

According to a draft consulted by negotiators, the plan would include Kiev ceding some territories to Russia, abandoning its ambitions to join NATO and limiting the size of the Ukrainian army.

US and Ukrainian officials are continuing separate talks to fine-tune the document in an attempt to “further reduce existing divergences”said Rubio.

Ultimately, the plan will have to be approved by both US President Donald Trump and Ukrainian President Volodymyr Zelensky. Rubio declared “very comfortable” with the direction of the negotiations, citing the progress made so far.

Russia will also have to agree to implement the plan.
