Russian President Vladimir Putin confirmed on Friday evening that he had received the peace plan developed by the US “to resolve the conflict in Ukraine”, he appreciated that the document now proposed by US President Donald Trump had been “modernized” after their meeting in Alaska, in August.
“We have this text, we received it through the existing communication channels with the American administration,” the Kremlin leader said during a video conference with the permanent members of Russia's Security Council, Russian daily Kommersant reports.
According to the quoted newspaper, Vladimir Putin stated that the text of Donald Trump's plan has been presented to the Russian side, but that it is not being discussed in detail. The American side does not directly discuss this plan with Russia because Ukraine rejects it, Putin claimed.

The Kremlin leader also said during this meeting of the Russian Security Council that the Ukrainian authorities and their allies are delusional and dream of inflicting a strategic defeat on Russia. It's just that the Russian military, he added, is still working to “achieve the goals of the special military operation.”
However, Russia is ready to resolve the issue peacefully, Vladimir Putin said at the same time, according to Kommersant.
“We are ready to conduct peaceful negotiations and solve problems by peaceful means. However, this, of course, requires a thorough discussion of all the details of the proposed plan. We are ready for this,” Putin said.
“Ukraine and its European allies still delude themselves and dream of inflicting a strategic defeat on Russia on the battlefield,” the Kremlin leader continued, according to Agence France Presse, insisting that Moscow is ready, in case of refusal, to achieve its goals “by means of weapons, in an armed struggle.”

“If Kiev does not want to discuss President Trump's proposals and refuses to do so, then Kiev and European warmongers must understand that the events that took place in Kupiansk will inevitably be repeated in other key sectors of the front,” Vladimir Putin added.
The Russian military on Thursday claimed to have captured the eastern Ukrainian city of Kupiansk, where outnumbered and ill-equipped Ukrainian forces are struggling.

The plan proposed by the US mainly provides for Ukraine to completely cede the Donbas region (consisting of the eastern provinces of Donetsk and Lugansk) to Russia, which together with the Crimean peninsula would be de facto recognized as Russian, but the territories of Donbas ceded to Russia and not currently under its control would become demilitarized buffer zones, while Kherson and Zaporozhye provinces in the south and southeast would also be de facto divided along the current line of the front, which will be frozen. Instead, Russia would withdraw from the occupied Ukrainian territories in the central-eastern province of Dnipropetrovsk and in the northeastern province of Kharkiv.
Also, Ukraine is requested to limit its armed forces, reducing its numbers to no more than 600,000 soldiers, to give up all long-range weapons, as well as the aspiration to join NATO, a commitment of military neutrality to be written into the Constitution.
Instead, Ukraine could receive Western security guarantees whereby an attack on it would be considered an attack on the “transatlantic community”, but without the presence of foreign troops on its territory. However, European fighter jets will be able to station themselves in neighboring Poland, within the framework of security guarantees.

The plan also contains a series of clauses of an economic nature. Thus, 100 billion euros of Russian assets frozen in the West would be directed towards the reconstruction of Ukraine, but Kiev's European allies will have to contribute another hundred billion euros to this effort, while the US would obtain profits from participating in the reconstruction activities.
On the other hand, the energy supplied by the Ukrainian Zaporozhye nuclear power plant, occupied by Russian troops, would be shared equally between Ukraine and Russia.
As for the Western sanctions imposed on Russia, the plan mentions their gradual lifting.
The plan also provides for Ukraine to organize elections within 100 days and to recognize by law the use of the Russian language in education and in the mass media.
US President Donald Trump confirmed on Friday that he had given Kiev an ultimatum to accept his peace plan, saying in an interview on Fox News Radio that next Thursday, when the United States celebrates Thanksgiving, was a “reasonable” deadline for Ukraine to accept his proposal to end the war with Russia.
