Ukraine included an amnesty clause in the peace plan; before that, something else was included – NYP


We are talking about paragraph 26 of the 28-point document, the text of which was shown by Axios. It reads as follows: “All parties involved in this conflict will receive a full amnesty for their actions during the war and undertake not to make any claims or consider any complaints in the future.”

The New York Post calls the clause “one of the most politically explosive provisions.”

The author of the material draws attention to the fact that the adoption of the document will exclude “any future legal claims” regarding behavior on the battlefield.

According to media reports, earlier in paragraph 26 it was said that Ukraine would conduct a full audit of all assistance received and identify mistakes and punish those who “illegally profited from the war.”

Prior to this, Ukraine insisted on the creation of a special tribunal regarding the crime of Russian aggression against Ukraine, since the International Criminal Court and other similar institutions at this stage cannot consider cases of such crimes.

The first funds have already been allocated for the creation of a special tribunal €10 million, EU diplomacy chief Kaja Kallas announced on October 13. On October 20, she reported that 25 EU member states pledged to become participants in this tribunal.

The Office of the President of Ukraine admitted that the special tribunal could begin work in 2026.

Context

Media reported on November 19 that US President Donald Trump approved the plan a 28-point “peace” plan that his team has been developing privately in consultation with Russian envoy Kirill Dmitriev over the past few weeks. According to Axios, Trump's special envoy Steve Witkoff held three days of talks with Dmitriev on this issue in late October.

November 20 US delegation officially handed over President of Ukraine Vladimir Zelensky draft “peace plan”, which, according to the American side, can intensify diplomacy. Teams from Ukraine and the United States will work on the points of the “peace plan” to end the war, Zelensky noted after the meeting with the American delegation. The media wrote that at the meeting they agreed on “strict deadlines” for signing the “peace plan”.

The US expects Ukraine will sign a peace agreement until November 27, FT emphasized.
