According to the services, the balloons are used to transport illegal goods across the border, and the entire operation would not be possible without the consent or even inspiration of Alexander Lukashenko's regime. The authorities in Vilnius have no doubt that such activities fall into the catalog of the so-called hybrid operations conducted by Minsk against Lithuania.

Thursday's incident is not a surprise for Lithuania. Balloons from Belarus have previously violated Lithuanian airspace, causing traffic disruptions and posing a threat to civil aviation. In October, the authorities decided to temporarily close border crossings due to the increasingly frequent incursions of weather balloons. After a few weeks, traffic was restored, but the problem – as recent events show – has not been solved.

Lithuanian services have observed a marked decline in such incidents in recent weeks, which gave hope that the situation would calm down. However, the appearance of balloons over Vilnius forced a return to a heightened level of readiness. Experts emphasize that even seemingly harmless objects can pose a serious risk to aircraft, and any interference in the airspace of an EU Member State has a political and security dimension.
Minsk pressure and the European Union's reaction to Russia's provocation
Belarus's behavior has been the subject of criticism from the European Union for months. In October, EU foreign policy chief Kaja Kallas warned that Brussels is considering imposing further sanctions on Minsk if it does not stop using what it calls “hybrid” actions. As she emphasized, regular violations of Lithuanian airspace are not only a technical incident, but a potential threat to the stability of the entire EU country and an attempt to undermine its security.
Vilnius has repeatedly indicated that Belarus is using various forms of pressure against Lithuania — from supporting illegal migration to deliberate provocations at the border and in the airspace. The Lithuanian government argues that these actions are part of a broader strategy aimed at destabilizing the region and exerting political influence on the countries neighboring Belarus.
Lithuania announces that it will respond decisively, and cooperation with EU and NATO partners remains crucial to maintaining security. The authorities emphasize that each subsequent incident will be analyzed in terms of Minsk's possible responsibility, and the country is prepared to implement protective measures if the situation repeats. Balloons over Vilnius have therefore become not only a technical problem, but a symbol of the growing tense relationship between the two countries.
