In Krasnoyarsk, the law on stray animals was adopted in the second reading

In the Krasnoyarsk Territory, at the session of the Legislative Assembly, a law on stray animals was adopted in the second reading.

It will come into force on January 1, 2026. The law defines the powers of the Legislative Assembly and the government of the Krasnoyarsk Territory, which establishes operating procedures for shelters and temporary detention centers, procedures for treating animals without owners and determining their unmotivated aggressiveness, additional requirements for keeping pets (walking, recording and marking). The document introduces the concept of “unmotivated aggressiveness”. It will be determined for each captured animal by a commission consisting of a veterinary service employee, representatives of the municipality, the shelter and, if available, a dog handler.

Temporary detention centers should also appear in the region. The dogs will be kept there for 30 days. During this time, they will be examined, quarantined, vaccinated, sterilized, and marked. If an animal is a carrier of a particularly dangerous disease, is incurably ill, has attacked a person, or is aggressive, it must be killed humanely. With regard to non-aggressive animals, the mechanism remains the same as now – transfer of dogs to old or new owners, return to their former habitats.

“Now aggressive animals need to be kept for life. In the law, we prescribe the rule that after 30 days, if this animal has not found an old or new owner, or the shelter has not taken it for life, then it can be carefully, humanely, but euthanized. By-laws should also be adopted regulating the treatment of domestic animals, on temporary detention centers, and on the work of the commission that determines unmotivated aggressiveness. And, accordingly, from next year this whole set of measures should come into effect,” explained Vitaly Drozdov, Chairman of the Committee on Natural Resources and Ecology.

The deputy noted that currently aggressive dogs spend 158 rubles a day on the budget for the maintenance of one dog. About 70 million rubles per year are spent on 1,200 dogs in Krasnoyarsk. Also, according to him, deputies will prepare an appeal so that the provisions of the federal law are changed, because it is impossible to treat animals that have just recently found themselves on the street and packs of almost wild dogs in the same way; some of them live for generations, for example, near the Pillars and behave like predators.

Deputies Denis Terekhov, Pavel Semizorov, Viktor Kardashov, Evgeny Gorelenkov, Vera Oskina, Valery Vango, Egor Vasiliev, Boris Melnichenko, and Vice Speaker Andrey Novak took part in the discussion of the laws. Various proposals were made: to differentiate the powers of municipalities in dealing with animals in cities and in the northern territories, because the situation there is different; allocate more funds specifically for catching; develop technology so that residents’ requests for capture are responded to within 24 hours.

Chairman of the Legislative Assembly Alexey Dodatko noted: “Most of the questions and answers that were voiced here relate to the system of by-laws that are adopted at the level of the line ministry. They must ensure order in the application of the system of measures provided for by law, a financial source, and the powers of local governments. There is a lot of work ahead to ensure that the law we adopted today is translated into concrete practice. We expect that these regulatory documents will be adopted as soon as possible, and that the deputies are ready to convey the voice of the territories.”
