The case of the woman killed in Teleorman: the Head of the Romanian Police announces that 14 policemen, six with management positions, are being investigated

The head of the Romanian Police, Benone Matei, announced on Monday, in connection with the case of the woman from Teleorman killed by her husband for whom she had a protection order, who had previously complained to the police that she was raped by him, that he ordered the initiation of the preliminary investigation against 14 police officers, six of them with management positions.

On Monday morning, the General Prosecutor's Office published the results of the control ordered in the case of the crime in Teleorman, on November 8, which revealed serious deficiencies both in the activity of the police officers who responded to the woman's complaints, and in that of the case prosecutor.

In a press conference, the head of the Romanian Police, Benone Matei, announced that “all the mandatory activities” were not done.

“Regarding the event of November 8, 2025, registered at the Teleorman County Police Inspectorate, the verification undertaken by the representatives of the Internal Control Directorate and the Public Order Directorate highlighted certain dysfunctions. Not all the mandatory activities, according to the legal provisions, were carried out in the open surveillance files as a result of the issuance of the provisional protection order by the police, respectively the protection order by the court”, announced Benone Matei, quoted by News.ro.

“Thus, as far as the police officers with execution functions are concerned, they did not respect all the procedural steps in the reported events in which they intervened. And at the management level, the necessary hierarchical supervision in the management of such a case was not exercised. The issue of domestic violence was not analyzed in regular meetings”, added the head of the Romanian Police.

He announced that he ordered the preliminary investigation against 14 police officers.

“As a result of these findings, I ordered the initiation of the preliminary investigation against 14 policemen, six policemen with management functions, of which one officer and five agents, respectively eight policemen with execution function, respectively one officer and seven agents”, explained Benone Matei.

Mihaela, a 25-year-old woman, mother of three children, she was killed on November 8 by her husband in front of the youngest of her children, in the town of Beciu, Teleorman county. The woman had separated from her 42-year-old husband a few months ago, and had obtained a protection order against him in court.

Concretely, the police had issued, on September 22, a provisional protection order against the man, and four days later, on September 26, the Turnu Măgurele Court issued, at the woman's request, a protection order for a period of 6 months.

On the same day, September 26, the woman complained to the Police that the man kidnapped and raped her, but the man was released.
