Property and car taxes will increase from next year, announced Prime Minister Ilie Bolojan. Parliament, expected to adopt the fiscal package with the new local taxes on Tuesday

Prime Minister Ilie Bolojan announced on Monday that it was agreed that Parliament should adopt on Tuesday, November 18, in a joint session, the fiscal package that includes local taxes, eliminating only the provisions declared unconstitutional, namely those related to polygraph tests for ANAF employees. The adoption of this bill will cause property taxes for natural persons, for cars, to be increased from next year, said the prime minister.
The Prime Minister made this announcement at the General Assembly of the Association of Municipalities in Romania.
“I hope that tomorrow Parliament, in a joint session, also closes the fiscal package that includes local taxes; We agreed that tomorrow, in a joint session, we will close this package, removing from it the articles that were declared irregular by the Constitutional Court – we are talking about those related to the polygraph tests for ANAF employees, although, let's talk between us, it would not have been bad to have a good part of them tested, considering the “diseases” to ANAF quite extensive – but apart from these cancellations, all the other articles will remain as they are so that we don't have complications to check the constitutionality again; and reducing the deadlines, because we will have to come up with some changes, I hope that this provision will make the property taxes for individuals, for cars, be increased from next year”, declared Ilie Bolojan at the General Assembly of the Association of Municipalities in Romania.
The Prime Minister emphasized that the state needs the collection of these taxes in order to reduce the VAT gap.
“In all the calculations related to the deficit, these aspects are vital, they are passed there and will not be avoided. Also, therefore, we must collect these taxes, those of the main state, to reduce our VAT gap, where we have quite serious problems, but in this fiscal package some doors are closed to insolvencies and other possibilities of phasing and optimization – read with strict quotation marks”, said the prime minister.
The fiscal package with local taxes is one of the 5 draft laws that the Bolojan Government assumed responsibility for on September 1, 2025 in Parliament.
The Constitutional Court later declared three articles of this bill unconstitutional. The three articles refer to the use of polygraph tests in cases where there are suspicions of misconduct by employees of three state institutions.

The draft law provides for an increase in the taxable value of homes and land owned by individuals, a minimum required capital of 500 lei for limited liability companies (SRL) that have a net turnover of 400,000 lei, an increase in the calculation base of CASS to 72 minimum gross salaries per country for income from independent activities and many other changes for companies and individuals.
