This was stated by the Deputy General Director of Ukrainian Armored Vehicles LLC, Maksym Polyvyaniy, during the panel discussion “From War to Market: Is Ukraine Ready to Become an Arms Exporter”, organized by “Ukrainian Pravda”
“Weapons exports have always existed: before the war, are functioning now and will be in the future. And it was always controlled, that is, controlled by the state as much as possible. For this purpose, we have created and operate a relevant body – the State Export Control Service. We have a legislative and regulatory framework that meets international standards. Using the existing regulatory framework, the state is able to fully ensure control over the export of weapons and military equipment and protect national interests,” he said.
Polivyaniy warns against attempts to create artificial export control mechanisms.
“Additional creation of any artificial control mechanisms, such as a return to the monopolization of the market by state special exporters, is a threat of a retreat from European policy in this area and a transition to the Russian model. In addition, it will create additional corruption risks and will not benefit the enterprises of the producers, since the price of products will inevitably increase due to the inclusion of an additional domestic intermediary. And this, of course, will reduce the competitiveness of Ukrainian products in foreign markets, where there is already a lot of competition,” the head of “Ukrainian armored vehicles” is convinced.
