PSD mayor of Zăneşti commune, under preventive arrest. He is accused of building a house for 50,000 euros from bribes and selling it for 150,000 euros

The mayor of the commune of Zăneşti, Ioan Filip, was arrested for 30 days, in the framework of a criminal case instrumented by the DNA for the commission of acts of bribery and abuse of office. He had been detained by prosecutors on Tuesday evening after raids on 12 addresses as part of an investigation into suspected corruption by public officials.

According to the investigators, during the period from April to the end of 2023, during the performance of the contract consisting of “Repairs and expansion of sidewalks in Zăneşti commune, Neamţ county”, in the amount of 3,015,980.63 lei (without VAT), the defendant Filip Ioan would have claimed from the administrator of a commercial company an amount in the amount of approximately half of the profit obtained in connection with the aforementioned contract, for the conclusion, the progress in good conditions and the settlement of the respective works.

In the same period, the defendant Filip Ioan would have received undue benefits from the respective administrator, consisting in the construction of a house on a plot of land belonging to his family, located within the radius of the Zăneşti commune, a construction which involved expenses of approximately 40,000 – 50,000 euros on the part of the executor.

On March 25, 2025, Zăneşti City Hall concluded a purchase contract with SC Lei In Instalatii SRL, worth over 476,000 lei without VAT, for the landscaping works of the park at Căminul Cultural.

According to DNA Bacău, Ioan Filip would have claimed and received from the administrator of this company the sum of 50,000 lei and benefits consisting of installation work services estimated at approximately 6,000 – 8,000 lei, for the awarding and running in good conditions of the respective contract.

“Previously, in the same context, the defendant Filip Ioan would have claimed and received as a bribe from the administrator of another commercial company an amount in the amount of approximately 8,000 lei, in connection with the conclusion, development and settlement of the contract of 'Public space design services' regarding the development of the Cultural Home park, in the amount of 49,500 lei without VAT. In the execution of the respective contract, according to the requirements of the mayor Filip Ioan, the technical documentation and the general estimate of the investment would have been drawn up, the costs being overstated and values being set that do not correspond to reality, an action that would have had the consequence of creating an illegal basis for the subsequent evaluation of the respective works”. state the prosecutors.

Also, on August 11, 2025, the town hall concluded another contract for the execution of works for the secondary school, with SC Termoizoconstruct SRL, worth almost 450,000 lei. The mayor would have claimed and received from the company's administrator about 70,000 lei for the awarding and successful execution of the respective contract.

“During the previously mentioned periods, the defendants Andries Andrei-Sebastian and Marin Florentina, acting in agreement with the defendant Filip Ioan, would have fraudulently drawn up the purchase documentation, so that the two contracts mentioned above were concluded with the two commercial companies. Subsequently, the defendant Filip Ioan would have approved the payment of the amounts related to the respective contracts, although he was aware of the fact that the work situations would have been overestimated and that the procurement procedures would have been fraudulent, thus causing damage to UAT Zăneşti in the total amount of 926,168.62 (without VAT) lei, as well as an undue benefit to the two commercial companies”supports DNA.

Ioan Filip is in his fourth term as mayor of Zăneşti commune and is a member of PSD.

In the same file, Andrei-Sebastian Andries, senior advisor in the Public Procurement Department of the Zăneşti City Hall and Florentina Marin, specialist inspector in the Human Resources Department of the Zăneşti City Hall, are also indicted for committing two crimes of complicity in abuse of office.

Also, the anti-corruption prosecutors ordered the initiation of criminal proceedings against SC Termoizoconstruct SRL and SC Lei In Instalatii SRL, as well as the administrators of these companies, for complicity in abuse of office and bribery.
