The shooter from Murmansk planned to start a fire on the roof of a high-rise building.
44-year-old Vladislav first barricaded himself with barbed wire, and then doused the entrance and the roof itself with gasoline. The man was armed with a 7.62-caliber Vepr carbine and a 12-gauge hunting double-barreled shotgun. Before he was detained, he managed to shoot at least two magazines.
