The media learned the details of Europe's 12-point peace plan for Ukraine. What is Putin's plan?


This plan has not been discussed at the highest level of the EU and has not yet received official support from any of the EU member states. In recent weeks, this idea has been spreading across European capitals, the media emphasized.

The 12 points of the plan to end the Russian war against Ukraine are written around two phases: a ceasefire and negotiations.

In particular, the document proposes the following:

  • a ceasefire in the war between the Russian Federation and Ukraine should begin 24 hours after the parties accept this plan;
  • freezing the current front line;
  • ceasefire monitoring begins immediately under US leadership;
  • Ukraine and Russia agree on a “non-aggression pact”;
  • the Zaporizhia NPP temporarily occupied by the Russian Federation is transferred to a “third party” with subsequent return to Ukraine;
  • the lifting of “symbolic sanctions” against Russia and its return to international organizations;
  • agreeing on the final line of contact prior to agreements on the administration of the occupied territories;
  • Ukraine will receive international security guarantees;
  • Ukraine and the Russian Federation “strengthen mutual understanding and respect for the diversity of languages, cultures and religions”;
  • the beginning of negotiations on the permanent administration of the occupied territories;
  • gradual lifting of sanctions against Russia as the plan is implemented;
  • Ukraine and the Russian Federation will agree on compensation for military damage, and assets frozen in the West will be returned to Russia after reaching an agreement.

In addition, a so-called rapid return mechanism is proposed, according to which all sanctions and isolation measures will be automatically introduced if Ukraine is attacked again.

The plan has little chance of success, a European official told Radio Free Europe/Radio Liberty. In particular, few people believe that the aggressor country of the Russian Federation will join it.

The media quoted a European diplomat as saying: “We may have a 12-point plan, but ‘there will be no peace’ is the plan [нелегитимного российского президента Владимира] Putin from one point.”

The day before, October 28, Ukrainian President Vladimir Zelensky announced a conversation with Finnish President Alexander Stubb.

The head of the Ukrainian state noted the importance of “everyone who wants to end the war and ensure security” to work “effectively and coordinatedly.”
