The ceremony of exchanging documents signed following the Russian-Qatari negotiations is taking place at these moments. Earlier today, Vladimir Putin spoke with the Emir of Qatar Tamim bin Hamad Al Thani, who arrived in Moscow on an official visit. The main thing from the meeting:

Russia and Qatar will discuss the possibility of providing assistance to the Syrian people, including of a humanitarian nature.
