The elections for the Capital City Hall, Sunday, December 7. When will the election campaign be and until the candidacies can be challenged

The government will approve on Thursday that the elections for the general mayor of the city of Bucharest, for the president of the Buzău County Council and for the mayors of 12 other localities will take place on Sunday, December 7, 2025. The candidacies for the position of general mayor of the capital and for the president of the Buzău County Council will be able to be submitted between November 12-17, according to the electoral calendar.

Appeals against the acceptance or rejection of a candidacy can be submitted until November 19, 2025, and their resolution will be done by November 20, 2025 at the latest.

The election campaign will start on November 22, 2025 and will end on December 6, 2025, at 7:00 a.m.

Ballots will be printed on December 2, 2025.

Voting will begin on December 7, 2025, at 7:00 a.m. and will end the same day at 9:00 p.m.

Elections are being organized at the Capital City Hall after Nicușor Dan, re-elected general mayor in June 2024, resigned after being elected president of Romania on May 18, 2025.

The elections for the position of president of the Buzău County Council are organized after the former president Lucian Romașcanu (PSD) was appointed a member from the Romanian side to the European Court of Auditors.

The elections for the capital city hall: PSD, PNL and USR will have separate candidates

In Tuesday's meeting of the Coalition, the PSD imposed its requirement regarding the candidates for the Capital City Hall, so that the three parties (PSD, PNL, USR) will have separate candidates.

The agreement comes after PNL and USR considered having a common candidate for the Capital City Hall, in order to increase their chances and not fragment the right-wing electorate. The PSD did not agree, even saying that it would end up that the social democrats would be isolated in the governing coalition.

“Politically, we have established some conditions: we want either to have a common candidate, or for each member party of this coalition to have its own candidate. Otherwise, we find ourselves in a political coalition isolated from the others. Which could make us ask ourselves questions: “What else are we looking for in this coalition?”. If things happen along these lines, we have no problem organizing the elections,” said the PSD president, Sorin Grindeanu, on October 6.

The organization of the elections in Bucharest was a hot topic of discussion within the governing coalition. USR asked for their organization as soon as possible, and PSD asked that each party have separate candidates. PSD argued that if PNL and USR form an alliance for Bucharest City Hall, the governing coalition may break.

What the latest survey on Bucharest shows

Daniel Băluță, the current PSD mayor of Sector 4, leads in voting intentions for the General City Hall of the Capital, with 25%, according to a CURS survey published on Sunday. Cătălin Drula (USR) and Ciprian Ciucu (PNL) are tied for second place, each with 18%, according to a survey published on Sunday, October 19.

The survey was conducted by the Center for Urban and Regional Sociology (CURS) between October 8–17, 2025, on a sample of 1,072 respondents from Bucharest, with a margin of error of ±3%, at a confidence level of 95%.
