This is the PURL (Prioritized Ukraine Requirements List) program, under which NATO countries finance the purchase of weapons and ammunition from American stocks for Ukraine.

— If we've learned anything under the president [Donalda] Trump, is the active application of peace through force. Peace is achieved by being strong, not by using strong words or pointing fingers, Hegseth emphasized as he entered the ministerial meeting.
As he noted, peace is achieved when we have strong and real capabilities that are respected by our opponents.
— I believe this is what allies are doing and this is what the PURL initiative is all about. So today we expect that more countries will donate even more and buy even more to ensure a peaceful end to the conflict for Ukraine, said the head of the Pentagon.
So far, six NATO countries have financed the purchase of weapons for Ukraine under PURL: Denmark, the Netherlands, Canada, Germany, Norway and Sweden. Four aid packages were financed for a total amount of USD 2 billion.
