Deputies of the Krasnoyarsk City Council commented on the autumn budget adjustment

Deputies of the Krasnoyarsk City Council agreed on an adjustment to the municipal budget for 2025 and the planning period 2026-2027. The corresponding decision was made at an extraordinary session of the City Council today, October 14. Also, people's representatives supported the transfer to Krasnoyarsk of more than 20 social facilities located in the Emelyanovsky district and the village of Berezovka.
The head of the finance department, Victoria Bugaeva, reported to the deputies about the change in budget parameters. According to her, in 2025, Krasnoyarsk’s revenues will increase by 1.1 billion rubles and exceed 70 billion rubles. At the same time, expenses at the end of the year will increase by 137 million and amount to 72.7 billion. As a result, the budget deficit will be reduced by one billion rubles.

The municipality received additional income through injections from the regional treasury, tax and non-tax revenues. Some of the funds were raised thanks to savings obtained as a result of auction events. These funds are planned to be spent on the development of social infrastructure. Thus, this year an additional 137 million rubles will be spent on modernizing the additional education system, and over 540 million – on the housing, communal and road complex. The budget includes money for updating school catering units, purchasing musical instruments for art schools, supporting socially oriented non-profit organizations, cleaning up landfills and many other areas.
“This is one of the most important city council sessions of this year. Deputies supported the budget adjustment, which will affect almost all areas of city life. The specificity of this session is that we have provided funds for 2026 in advance in order to now put up for auction contracts for preparations for the celebration of the 400th anniversary of the city,” Acting Mayor Roman Odintsov told reporters following the meeting.
As Natalia Firyulina, Chairman of the City Council, noted at the end of the session, Krasnoyarsk now needs to carry out a lot of preliminary work, which will make it possible to finance the objects planned for the city’s anniversary: “This adjustment will help to hold tenders in the winter and understand when we will repair our embankments and many other objects. In addition, at this session we made one of the key decisions for Krasnoyarsk, which regulates urban development policy – we limited the minimum area that developers can develop under integrated development projects to five hectares. Corresponding changes were made to the land use and development rules. This decision allows us to hope that infill development will cease to be dominant in Krasnoyarsk.”
The deputies also agreed on the transfer to the balance of the city of property located in Solontsy, Elite and Minino, Emelyanovsky district and in the village of Berezovka, which became part of Krasnoyarsk. These are secondary schools, kindergartens and one art school. They will go to Krasnoyarsk from January 1, 2026, so it is important now to take into account the financing of these facilities in the budget of the next three-year period. It is worth noting that, along with the buildings of these institutions, Berezovka is donating buses to the city designed to transport children to educational organizations. Funds are also included in the budget for the maintenance of this transport.
The people's representatives visited all settlements in advance and assessed the condition of the transferred objects, and got acquainted with the teams of the organizations.
“Now we are in the process of transferring 13 educational institutions of the Yemelyanovsky district to the city. These are seven schools, five kindergartens and one art school. From Berezovka we accept three schools and five kindergartens. We are talking about a whole complex of non-residential buildings and premises, land plots, and engineering structures. Also, 10 buses and two cars are transferred to the municipal ownership of the city district. The maintenance of this property will cost about 450 million rubles annually. Of course, we will work through all the issues related to these objects and will enter the 2026 budget year as planned,” said Maxim Sirotinin, deputy chairman of the deputy commission on budget, property and economic policy.
According to Natalia Firyulina, the adoption of these institutions on the balance sheet of Krasnoyarsk is the beginning of the transfer of the property complex of new territories of Krasnoyarsk.
“We will continue this work in the next sessions. It is important that today we have resolved the issue with educational organizations, and from January 1 we will be able to take care of the children who study in them,” noted the chairman of the city council.
