Government employees accuse the head of Ilie Bolojan's chancellery of acquiring, illegally 17 Duster cars/ Mihai Jurca's response

The union of the employees in the Government's work apparatus (Saalg) claims that the head of the Prime Minister's Chancellery, Mihai Jurca, a trusted man of Prime Minister Ilie Bolojan, bought, by leasing, 17 “pick-up” type cars, violating several emergency ordinances. Mihai Jurca claims that the new contract with Dacia reduces the cost of cars for dignitaries and the employees of the chancellery.

The union transmitted on Thursday, in a press release, that while the government “speaks publicly about budget responsibility and limits in spending public money”, in reality “the chancellery of the prime minister transmits a toxic message: the laws are for suckers, and who has power always finds gates”.

“Although GEO no. 156/2024 and GEO no. 34/2023 express the purchase by leasing of vehicles by public institutions, Mihai Jurca has concluded an operational leasing contract for no 17 Duster pick-up, as if prepared for a personal mini-RAPPS, Oradea-Victoria variant. “Reinterpreta” the prohibition and to bring, for three months as far as we have until the end of the year, the vehicles in the Government court, masking a forbidden acquisition by the legislator, “according to the union.

This information comes in the context in which, in July, Mihai Jurca announced that the government spends 12 million lei per year for 30 cars, without fuel. In this context, Jurca said that he asked RAAPPS to reduce the number of cars in half and said that in the “next period” the dignitaries will have access to a Duster car, but without a driver.

The union says that the “severity” of the situation is not only in the bureaucratic sin, but also in the fact that, according to the Government decision regulating its operation, the Prime Minister's Chancellery does not have goods. ”

“Mihai Jurcă also violated Art. 5 paragraph (3) of GEO no. 80/2001, for the simple reason that the institution he drives does not have his own car park, provided by a government decision. Practically, he created from the pen, invented a justification and pushed an acquisition that has no institutional basis,” the Government press releases.

The employees of the Government say that Mihai Jurca has changed “overnight” the regulation of organization and functioning of the Prime Minister's Chancellery “to create an appearance of legality regarding the car park”.

“The chancellery of the prime minister became, under the leadership of Mihai Jurca, a legal laboratory, a space where the government ordinances do not apply, but they are bypassing the lips,” accuses trade unionists.

Jurca claims that “a great economy” is being made

“The Chancellery of the Prime Minister concluded with the Dacia Renault Group an operational leasing contract for 17 N1 Dacia Duster Pick-up, under guarantee, by direct acquisition, through SEAP, in compliance with the legal provisions,” says in a statement of the chancellery.

Offers were requested from Dacia and Ford, which produce cars in Romania, and the offer of the company from Mioveni was the most advantageous.

“The operational leasing contract with Dacia is for a period of 3 months, plus a month of grace, starting with October 1. During this time, the procedures will be carried out for the conclusion of a 4-year framework agreement,” says the institution led by Mihai Jurca.

Thus, the chancellery estimates that the costs with cars are reduced to a tenth of the initial contract.

“The public money economy is very high. The initial contract with RAAPPS had a monthly cost of 850 thousand lei for 30 cars with driver. In July, after taking over the mandate of the Bolojan Government, by additional act, the number of cars was reduced to 16, with a monthly cost of 480 thousand lei. In the warranty, it costs 80 thousand lei/month.
