A company of a PSD member subscribed to public contracts in Daniel David's mandate at Babeș-Bolyai University

In the five years in which Daniel David was a rector of the Babeș-Bolyai University in Cluj, UBB had contracts of 3.5 million lei with an electronics company owned by a PSD member. In 2025, the same company won a contract with the University of 25 million lei, later canceled, shows an investigation of Public Record.

Daniel David led the UBB from March 2020 to December 2024, when he became Minister of Education. Public Record analyzed the direct acquisitions of the University of Cluj concluded in these years, and the amounts reach over 74 million lei, ie an annual average of over 18 million lei.

3.5 million lei arrived at Europartner Concept SRL, a company that has an electric products store in Cluj-Napoca, owned by Tatiana Corina Mocan-a businesswoman who ran for a local councilor on the PSD lists, but did not take place on the Council. Its company has five employees and was established in 2015.

Before 2020, Europartner had provided only an extension, a fan and an economic bulb, just over 1,000 lei.

The auctions won by Europartner

In addition to the direct purchases, Europartner won in 2021 and a tender with UBB. He obtained a four -year framework agreement, which allowed the university to buy other electrical and construction materials within 860,000 lei.

In October last year, before Daniel David left the position of rector, the University launched a tender for construction and installation works. In March 2025, Europartner Concept won the contract of 25 million lei.

The following month, another company that submitted the offer has requested the National Council for Solving the Appeals to cancel the tender because the purchase price was “unusually low”. Moreover, the walls of gypsum, a metal railing or the bends of pipes were to be supplied and mounted for free. The Europartner justified the low prices claiming that, in their turn, they could buy from low -priced suppliers, Public Records shows.

In May 2025, CNSC canceled the result of the auction and asked the UBB to check the offer that had been declared winner again. Babeș-Bolyai University appealed in court the CNSC decision, but the judges of the Cluj Court of Appeal rejected the action.

Thus, Tatiana Mocan's company has permanently lost the contract.

Contacted by Public Records reporters, Daniel David said that “UBB, as the largest university, has a large number of contracts, and as a rector are not directly involved in them, things being carried out by the General Administrative Directorate and other associated academic structures”.
