The Sejm approves changes in e-registration. Changes as early as 2026


The government draft amendment to the Act on healthcare services financed from the public budget assumes the launch of e-registration in the coming years. At the beginning, from 2026, it will cover cardiology, prevention of breast cancer and cervical cancer. As emphasized by Deputy Minister of Health Tomasz Maciejewski, responsible for digitization in the ministry, in subsequent stages e-registration will include other fields of medicine, such as endocrinology, hepatology, nephrology and immunology.
Amendments that the Health Committee accepted add new elements to government proposals. One of them introduces the need to supplement the data at electronic referrals, another limits the period for which the National Health Fund will be able to stop payments if medical facilities do not provide schedules and free visits in the system. At the same time, the Commission rejected the proposals submitted by Law and Justice deputies, including the extension of the MOBKitan application with the patient's verification function to participate in health prevention programs.
The modern system is to introduce transparent rules for signing up for visits. The patient, when submitting a notification, will be able to indicate his preferences, such as the date, place of visit, selection of a specific doctor or institution. The system will automatically propose the nearest available possibility, taking into account the order of applications, the medical category or special patients' rights, for example the right to benefits provided out of order.
The creation of one central queue for each medical benefit will also be an innovation. In contrast to the existing methods, where the facilities were conducted by individual waiting lists, patients will be included in the central list that will allow you to assign the available date in accordance with their requirements.
When will the system start working?
The system will start working fully from the mid -2026 at the earliest. Until then, by the end of June 2026, medical facilities will have to adapt to the new requirements, and from July 1 participation in the system will become mandatory for selected benefits. The Ministry of Health also announces that by the end of 2029, the central electronic registration will cover all outpatient specialist care.
The draft act on e-registration is part of wider efforts for the digitization of Polish healthcare, aimed at improving the accessibility to doctors and simplifying the process for patients.
