What is a blue card? Everything you should know


According to the assumptions, the Blue Card is a procedure that aims to coordinate help and exchange information between representatives of the institution, families involved in helping the problem of violence. This applies to people who experience domestic violence and expect effective punishment of the perpetrator and proper help.

Pursuant to the law, the procedure of blue cards can be started by police officers, social workers, representatives of education, health care and alcohol -problem solving committees. As explained on the website of the Social Welfare Center in Warsaw's Mokotów, a representative of each of these institutions, after obtaining information about the case of domestic violence, checks the situation and in case of confirmation of violence, he launches the procedure.
It is worth mentioning that The blue card procedure may be initiated without the consent of people involved in the situation of violence – including without the consent of the victim. Its purpose is to stop domestic violence and launch a change in behavior in terms of ensuring safety and restore dignity to weaker people exposed to harm. The procedure applies to various forms of violence: physical, mental, sexual, economic or related to addiction.

The notification of domestic violence may come from a victim, a family member, a neighbor and even an bystander.
The procedure begins with the completion of the “Blue Card -” form by authorized persons. Then the document goes to the Municipal Interdisciplinary Team, which appoints the working group. This supports the victim and develop an individual assistance plan.
The victim receives “Blue Card – B”which contains information about available forms of assistance. Then a meeting with the working group is held, during which it is prepared “Blue Card – C” with a support plan. The last stage is the perpetrator's call for an interview, where he is informed about legal consequences and therapy. Then the “blue card – D” is completed.

The perpetrator of violence may be under the supervision of a police or curator. In more serious cases, an interdisciplinary team may apply for preventive measures, such as a ban on approaching, order to leave the apartment or detention on remand. If the aggressor changes his behavior, the procedure may be completed.
In theory, having a blue card does not cause direct, negative consequences at work. This is not proof of committing a crime. The whole procedure does not mean a legal conviction. Nevertheless, he can lead to the actions of services to the perpetrator, such as the order to leave the apartment or refer to the prosecutor's office. What's more, it can also result in a change in the image in the eyes of the employer. In some cases, setting up a blue card may be a premise for terminating the employment relationship in some professions (including professions of public trust).
