Norilsk parliamentarians and representatives of the Public Chamber checked the execution of the municipal program to eliminate unauthorized landfills.
They visited, among other things, those land that were examined in July to check if contractors coped with the task. The result was pleased: this time contracting organizations did not fail and removed perennial garbage from contracted plots.
As reported, with cluttered lands with an area of almost 35.3 hectares included in the program of this year, more than 50,000 cubic meters of garbage were taken out. The amount of financing for clearing 23 facilities in all areas of Norilsk, including the village of Snezhnogorsk (work is still ongoing there), is about 489 million rubles. This year’s program included 13 objects where landfills were not liquidated in 2023-2024. But, as it turned out, two sites eventually “fell out”, because there the territory is declared an emergency zone.
As Alexei Yakovlev, deputy head of Norilsk, explained to the deputy head of Norilsk for road transport infrastructure and landscaping, all other contracts were successfully fulfilled, including over 13 hectares were subject to cleaning, work is underway.
“These are really unprecedented volumes, because in previous years we eliminated landfills in 9-11 sites, and more than 20 are cleaned in this. There is something to be proud of, but it is too early to relax-the volume of upcoming work for decades, taking into account the amount of garbage that we see in the city and in its vicinity. We plan not to slow down the set pace and annually clean from accumulated garbage at least 20 plots annually, ”added Alexei Yakovlev.
Parliamentarians also noted a positive trend in the work of contracting organizations engaged in the elimination of landfills – the executed volume of work is impressive, says Roman Serbin, chairman of the deputy commission on urban economy. If in the summer the examined territories were drowned in tons of garbage, now they are completely cleaned. True, there are many more accumulated waste around the sites included in the program. Of course, the amount of garbage dedicated in comparison with its total volume is a drop in the sea, but if you include “problem areas” annually in the program, they will gradually restore order in the city, and people are convinced of the city.
“In some places, we drew the attention of our colleagues from the administration to the pipe trims that remained in the areas that were not removed, but it turned out that these are engineering communications that could not be touched. In general, it was important for us to see how the land that we watched in the summer look like, what is called “it was, it was, and the result of work this year we are satisfied. Of course, it is necessary to take measures so that in the future the purified lands will not turn into landfills again. In my opinion, it is necessary to consider the possibility of equipping these sites with video surveillance systems and connecting to the Safe City software complex so that everything that happens is recorded on cameras and can be held accountable for those who violate environmental legislation, ”said Roman Serbin.
Recall that in 2025, municipal contracts for the elimination of unauthorized landfills were performed by 5 contractors: Norilskpromresurs, Stroybytservice, Alliance, Baikal 2000 and Pragma. Everyone coped with the task.
In parallel with cleaning, the municipality carries out work with the leadership of garage cooperatives, on the territory of which mountains of all kinds of waste periodically arise: prescriptions are directed, law enforcement agencies are attracted to solving problems. This activity also bears fruit.
