All about the Rabla 2025 program for individuals. You will be able to buy 6,500 electric cars

The Rabla 2025 program starts on September 30 and offers to those who want to change their vehicle produced at least 8 years ago ecothets ranging from 10,000 lei and 18,500 lei for the purchase of a new -8,000 car with thermal propulsion, 6,500 electric.

The Rabla 2025 program has 200 million lei.
The Rabla Auto 2025 program offers individuals the opportunity to access non -reimbursable funding for the disposal of old, polluting vehicles, and the purchase of new, less polluting and energy -efficient vehicles.
At the proposal of the Ministry of Environment, Waters and Forests, the Government of Romania approved, at the September 11 meeting, the Government Decision on the rectification of the amounts allocated to the categories of priority projects financed from the Environment Fund for 2025.
Through the present draft normative act, a new program is introduced having the name “Program on reducing greenhouse gas emissions, by promoting non-polluting and energy efficient vehicles, dedicated to natural persons”, with a budget allocation of 200 million lei, representing commitment loans and budget credits worth another 200 million lei.
The Rabla 2025 program starts on September 30
The Administration of the Environment Fund announces the launch of the registration session within the Rabla Auto 2025 program for natural persons starting September 30, 2025, 10:00. The session will remain open until November 25, 2025, 11:59 pm or until the allocated budget is exhausted.
“For natural persons it is very important to know that they will have exactly the same platform, so the same registration process for which they were already prepared, remains the same. Also, the value of the vouchers remains the same for the thermal motor, hybrid, plug-in cars, for the electric cars, but the voucher is changed from 37,000 lei to 18.500 of lei. An additional fund is not possible for this year, but in the future we consider other variants ”, stressed the Minister of the Environment, Waters and Forests, Diana Buzoianu.
Conditions for registration

The eligibility conditions to be met by the applicant, at the time of registration in the Rabla 2025 program are the following:
a) has the domicile/residence in Romania;
b) has fulfilled obligations to pay taxes, taxes, fines and contributions to the state budget
and the local budget where the domicile/residence has, according to the legal provisions in force;
c) was not convicted for offenses against the environment, by final court decision;
d) undertakes to teach to an authorized collector a used vehicle owned by it or a
to the transferor;
e) is committed to radiating from the traffic of the used vehicle
The guide on Rabla 2025 shows that the “used vehicle” means any car, minibus, light or specialized/self -savory vehicle that cumulatively meets the following conditions:
1. The vehicle is registered in Romania or, as the case may be, is registered according to the specific procedures of the institution in the defense system, public order and national security;
2. contains cumulatively the essential components (motor, transmission, tread, body, chassis, as well as electronic equipment for managing the vehicle functions and the catalyzing device, if they were provided from the manufacture);
3. At the date of registration in the program an age greater than or equal to 8 years from the year of the first registration in Romania. If the year of registration registered in the identity card is prior to the year of manufacture, the year of registration is considered a year of manufacture;
Acts required for incorrecting in the Rabla 2025 program
The following documents are needed for enrollment in the program:
a) the application for financing, downloaded from the application, completed by technical editing and, subsequently loaded without being signed;
b) the identity document attesting the identity and domicile/residence in Romania, issued by the Romanian authorities, within the validity period at the time of registration;
c) additional document attesting to the applicant's domicile, in case he has an electronic identity card. This document can be, as the case may be: a certificate of attestation of the domicile, issued by the Directorate of Evidence of Persons, a notarial or contractual act, such as a utility contract, a land book extract or a rental contract;
d) the certificate of fiscal attestation regarding the payment obligations to the state budget, issued on behalf of the applicant by the specialized territorial body of the Ministry of Finance, not older 90 days at the time of registration in the program;
e) the certificate of fiscal attestation regarding the local taxes and taxes and other revenues of the local budget, issued on behalf of the applicant by the local public authority in whose territorial area he has his domicile/residence, not older than 30 days at the time of registration in the program.
Where and how to make the registration in 2025
The first step in registering in the Rabla 2025 program is the loading of the above mentioned documents.
The applicant's registration in the program is considered to be completed when the requirement of registration of the requested documents was fulfilled, after completing all the steps in the application and after expressing the agreement regarding the acceptance of the implicit statements and the terms and conditions of use of the application.
At the end of the applicant's registration process, a natural person, the application automatically generates a registration and reserve number the requested ecoticchets until the budget competition allocated to the registration session.
Within 10 days from obtaining the registration number, the applicant completes the chassis series of the used vehicle and charges the following documents in the application:
a) the certificate of registration of the used vehicle;
b) the identity card of the used vehicle;
c) the supporting act issued by the Community Public Service Regime of driving and registration of the territorial competent vehicles, if the registration certificate or the identity card of the used vehicle does not result in the year of manufacture, the year of the first registration in Romania and/or the category of the used vehicle;
d) the declaration of the transferor, prepared according to the annex no. 4, in the situation in which there is a transferor;
e) the certificate of fiscal attestation regarding the local taxes and taxes and other revenues of the local budget, issued on behalf of the transferor by the local public authority in whose territorial area it has its domicile, not older than 30 days at the time of its load in the application, in case there is a transferor;
f) the marriage certificate or any administrative act issued by the material and territorial competent authority, which attests the change/modification of the name and/or the first name, as the case may be;
g) the document attesting the change/modification of the address of domicile or residence, issued by the material and territorial competent authority, in case the address of the home or residence registered in the identity document differs from the address registered in the registration certificate and in the identity card of the used vehicle, or the change of a change. Residence, signed by the applicant or the transferor, as the case may be.
How will the schedule run
Within a maximum of 10 days from obtaining the mentioned registration number, the applicants are obliged to select a validated manufacturer, through the application.
It is considered that he has given up financing the applicant who does not select a validated manufacturer within this term.
At the expiration of the 10 -day term, in case the selected manufacturer does not take over the applicant, he has the right to resume the procedure of maximum 3 times.
Within a maximum of 20 days from the date of selection, the validated manufacturer analyzes the documents loaded by the applicant in the application. To the extent that the documents loaded in the application cannot be established with certainty the eligibility of the applicant and the fulfillment of the conditions provided by the guide regarding the used vehicle in relation to the moment of registration in the program, the validated manufacturer has the possibility to request clarifications through the application, for:
a) completing the missing pages of the loaded documents;
b) the transmission of the documents issued online, as they were communicated to the applicant by the issuing authorities/institutions;
c) the transmission of additional documents to clarify the eligibility of the applicant, other than those provided in art. 17.
The validated manufacturer sends to the applicant the request for clarification through the application, within the term of 20 days from the date of selection.
Following the analysis carried out by the validated manufacturer, the applicants are highlighted in the application with the “applicant proposed for approval” or “Applicant proposed for rejection”.
AFM generates through the application the lists comprising applicants' projects. The AFM Directors Committee approves the list of rejected applicants and endorses the list of selected projects to be financed. AFM's approval endorsement Committee approves the list of selected projects to be financed.
AFM publishes the lists on the website. The applicant may file an appeal against the decision of the Committee Committee/Committee Decision
approval.
Destruction and disposal
Within 60 days from obtaining the status “Beneficiary approved for financing” the beneficiary has the following obligations: to destroy and radiate from the traffic record the used vehicle; to load the destruction certificate and the erase certificate in the application and to enter the date of cancellation. The validated manufacturer verifies the documents and, if the conditions provided by this guide are met, the applicant's status in “validated destruction and deletion” changes.
Failure to comply with the term of 60 days is considered to renounce financing and leads to the loss of the right to obtain financing within the program.
The implementation time is maximum 90 days from obtaining the status “approved beneficiary for financing”. This duration may not exceed November 25, 2030, representing the deadline for completing the implementation, regardless of the moment of obtaining the approval.
What types of vehicles can you buy? 6,500 electrics
The program offers two options: Classic Rabla – for new vehicles with thermal propulsion systems (gasoline, diesel, LPG/GNC) or motorcycles.
Rabla Plus-for 100% electric new vehicles, plug-in hybrids or hydrogen combustion pile.
The amount allocated to the registration session is 200,000,000 lei, of which:
The total amount is divided as follows:
80,000,000 lei for the purchase of new vehicles with thermal propulsion systems (with internal combustion, including LPG/GNC engine) or motorcycles and vehicles with hybrid propulsion system. That means 8,000 vehicles with thermal propulsion system.
- 120,000,000 lei for the purchase of new plug-in vehicles or electric motorcycles and pure electric vehicles or with hydrogen combustion battery. That means about 6,500 such vehicles.
What is the value of the ecotichet?
The value of the ecotiches granted within the Rabla Auto program for individuals is as follows:
18,500 lei for the purchase of a new pure electric vehicle or with hydrogen combustion battery;
15,000 lei for the purchase of a new hybrid plugin vehicle or an electric motorcycle;
12,000 lei for the purchase of a new vehicle with a hybrid propulsion system;
10,000 lei for the purchase of a new vehicle with thermal propulsion system (with internal combustion, including LPG/GNC engine) or a motorcycle.
