The increase in regulatory skills in the Polish power system, significant changes in the connection conditions system, control of the PV installation of prosumers are some proposals of the so -called antiblackout package, developed by the PSE transmission operator.

Some of the elements of the package, primarily from the area of ​​connections to the network, have already been included in the project a change in energy law, which, as announced by the Minister of Energy Miłosz Motyka, by the end of September is to be found to the meeting of the permanent committee of the Council of Ministers. The remaining elements of the package, as announced by government representatives, are to gradually enter into force by the end of 2026.

– What we propose is a natural consequence of a situation in which there is no longer only centrally available units in the system – emphasizes PSE President Grzegorz Onichimowski.

The whole package consists of seven areas in which the implementation of the operator's demands is to ensure full security of the system's operation and electricity supply in conditions when the disposable powers, i.e. conventional power plants, are displaced from the system by weather -dependent renewable energy.

The project to change the energy law, which is to be sent to the permanent committee in September, was found Part of the proposals in the area of ​​connections to the network, including Introduction of auction to connecting powers. In the operator's opinion, the today's nature of the expansion of the power grid is reactive – it is a response to applications for connections made by investors. Meanwhile, it is not known which of these investments will be created and which are not.

Then PSE will propose Further changes in the connection area. – The solution is to shape a new connection process to indicate the desired configuration and location of sources and warehouses, thanks to which we will achieve much better cost efficiency of the transmission network. The idea is that investors' plans for connected sources should be better in energy policy and be good for the system, and therefore for recipients – says PSE vice president Konrad Purchała.

– We want to avoid blocking connection power by investors who do not want or are unable to implement these projects. A very long queue for connecting conditions and the resulting difficulties in obtaining connection power often kill good projects – adds Vice President Purchała.

In the area of ​​management of the PSE system, it draws attention to deep change in the structure of electricity productionwhich limits the availability of system service providers necessary for safe and stable work of the national system, such as active and passive power regulation, inertia, etc.

We are dealing with a deep change in the production structurewith a very large number of connections of smaller sources to the distribution networks. We cannot control a large part of these sources, and we need it to manage the network. We intend to obtain the required control in two ways: indirectly – by imposing market energy prices – and directly – by extending the obligation to participate in the balance market – says PSE Vice President Tomasz Sikorski.

He adds, We are in the eve of a fundamental change in the functioning of our system, which will change the development of large -scale electricity warehouses. – This is already happening in the USA, where energy magazines are increasingly the main source of regulatory services. Large energy warehouses will start functioning from next year. They will increase the flexibility of the system, and thus support the integration of renewable energy sources – emphasizes Sikorski.

In the area of ​​prosumers, PSE also proposes changes. – The functioning of 13 GW of prosumer installations must be predictable, not only when it comes to the amount of energy generated in response to its prices, but also in terms of impact on the operation of the network. It is necessary to normalize the issue of micro -installation settings so that their work parameters are adequate to the conditions in our system – says Vice President Sikorski. He adds that the second priority is to obtain the control of at least an important part of the micro -installation. – Activities in this area are necessary to provide operators of the system for guaranteeing safe network operation – he emphasizes.

The next area of ​​the proposed changes is Local content. PSE identifies the risk of making public procurement in the power electricity on long, global supply chains, which are susceptible to interruptions and delays, and the risk of limited availability and difficulties in ensuring fast service and technical support for critical devices.

– We suggest expanding the assessment of offers in tenders with Local Content and EU content criteria. It is possible to apply today's regulations unchanged, but in a manner aimed at this purpose. Our tenders already contain the criteria of the carbon trace and product life cycle, for which additional points get – says PSE vice president Agnieszka Okońska. – In order to improve the effectiveness of the use of existing regulations, however, we suggest developing the recommendation of the President of the PPO on the standard of design, justification and assessment of Local Content in tender proceedings – he adds.

Ultimately, PSE proposes such a change in public procurement law in order to allow the Employer to indicate that part of the production or provision of services must take place in the EU, and in the case of orders of a special importance, e.g. in the area of ​​critical infrastructure also in Poland.

The transmission operator also has proposals for solutions in the area of ​​strengthening cyber security and physical safety of infrastructure. (PAP)
