The deputy of the City Council of Krasnoyarsk Semen Sendersky demanded a full audit of the work of municipalities, which were attached to the regional capital as a result of the reform.
Semen Semyon spoke about the need for such an audit during a meeting of a permanent commission on local government. It discussed the issue of transferring four territories to the city of management – these are the Mininsky, Elite and Sololtsovsky rural councils of deputies of the Emelyanovsky district, as well as the Berezovsky village council of deputies of the Berezovsky district. The powers of rural councils in them end in mid -September.

Semyon Sendersky asked the questions: how will the management of new territories be carried out, whether the interests of rural residents will be taken into account when making decisions and whether the city budget will be enough to solve all problems. If this does not happen, rural territories will turn into the forgotten outskirts of the city. Meanwhile, 35 thousand people live in 10 settlements that are part of the village councils.
In addition, the deputies will have to delve into the issues of delivery of children to schools, forest care in the Emelyanovsky district and others.
“From the very beginning, the regional branch of the LDPR opposed this reform due to an incomprehensible haste and reform without taking into account the opinions of residents. Hundreds of appeals from residents from all over the region and thousands of signatures against – proof that in this form the reform creates numerous inconvenience and problems to residents, especially in the village, ”the deputy noted.
Semen Sendersky recalled that the former head of the Sololtsovsky Village Council, Alexander Butsenets, lost his post after initiating a criminal case of fraud and exceeding official powers. In 2025, the former head of Berezovka Sergey Suslov was also condemned for corruption. In this regard, the deputy demanded to conduct a full independent audit of the work of village councils. But during the discussion it turned out that the audit was not provided.
“So far, it is completely unclear who will rule rural territories during the transition period. It is assumed that the new mayor of the city district of Krasnoyarsk will be elected deputies of the district council of the first convocation in 2028. However, already in December, the powers of the heads of the Elite and Mininsky village councils expire, and the current head of Krasnoyarsk will have to issue decisions on the execution of their powers. The situation is complicated by the fact that the mayor of Krasnoyarsk Vyacheslav Loginov is in custody, ”said Semen Sendersky.
New territories will be taken into account when forming the budget of Krasnoyarsk for 2026, and complete integration will end in 2028. While the city administration is being agreed upon by the list of transferred property.
