With 14 students, adding two other older colleagues (who did not promote the 2024-2025 school year), the school unit hoped that this class can work. Just a few days ago, the Constanța County School Inspectorate (IȘJ) sent the school, on the other hand, that the 14 students (in the address does not mention the two repeats) will have to go for enrollment to other schools, “recommending” the Crucea Technological High School.

At the latter high school, in the 9th grade professional education the number of students enrolled was also at the limit, 15 students, a final decision regarding the class to be maintained to be adopted, according to the statements of the inspectorate, over two days.

Dissatisfied with the situation in which the students are, but also the school unit, one of the school teachers, supported by the parents and the Student Association, has decided to fight to maintain the class.

By address no. 4933a/26.08.2025, ISJ Constanța states that “as a result of the minimum of students enrolled in the 9th class, (…) the 14 students receiving the recommendation to enroll in the nearest education unit, respectively, the Crucea Technological High School”. Constanta County School Inspectorate's statement is false under two aspects:


First of all, according to the final list with the candidates registered in professional education/dual education (level 3 qualification) code 575/construction field, installations, public works/professional qualification masonry-plastering for the school year 2025-2026 registered under no. 2686/21.08.2025 issued by the educational unit, it turns out that there are 16 students who will constitute this class and not 14, as wrong and false states ISJ Constanța;


Secondly, even to the extent that there would be only 14 students, although there are 16 students, the 9th grade can be constituted with 14 students, considering the provisions of Law no. 198/2023.

Thus, according to art. 23 of Law no. 198/2023: «Art. 23 (6) In exceptional situations, the formations of pre -preschool, preschoolers or students can operate with no more than 2 beneficiaries under the minimum number and, respectively with at most 4 beneficiaries over the maximum stipulated stipulated in par. (1), as the case may be, with the approval of the DJIP/Dmbip, based on a justification from the Board of Directors of the educational unit, which requests the exemption from the provisions of par. The teachers of the Nicolae Bălcescu high school are afraid that if they no longer have the opportunity to continue their studies at home, many of the children will give up school. The chief of IȘJ Constanța said that the school could not request and Ișj could not grant that dispensation for acting, being a class beginning class. Prof. Sorin Mihai also claimed that in Constanța county there is no 9th grade that received the approval to operate with less than the minimum number of legislation.
