Dissatisfied with the situation in which the students are, but also the school unit, one of the school teachers, supported by the parents and the Student Association, has decided to fight to maintain the class.

from the IC Brătianu Nicolae Bălcescu IC Technological High School. In the prior complaint, submitted to the Constanta County School Inspectorate and the Ministry of Education and Research, it is mentioned that the IȘJ decision was not even communicated to the school unit, but only an address referring to it. Moreover, the number of students registered mentioned by IŞJ are challenged.

“By address no. 4933a/26.08.2025, ISJ Constanța states that “as a result of the minimum of students enrolled in the 9th class, (…) the 14 students receiving the recommendation to enroll in the nearest education unit, respectively, the Crucea Technological High School”. Constanta County School Inspectorate's statement is false under two aspects:

First of all, according to the final list with the candidates registered in professional education/dual education (level 3 qualification) code 575/construction field, installations, public works/professional qualification masonry-plastering for the school year 2025-2026 registered under no. 2686/21.08.2025 issued by the educational unit, it turns out that there are 16 students who will constitute this class and not 14, as wrong and false states ISJ Constanța;

Secondly, even to the extent that there would be only 14 students, although there are 16 students, the 9th grade can be constituted with 14 students, considering the provisions of Law no. 198/2023.

Thus, according to art. 23 of Law no. 198/2023: «Art. 23 (6) In exceptional situations, the formations of pre -preschool, preschoolers or students can operate with no more than 2 beneficiaries under the minimum number and, respectively with at most 4 beneficiaries over the maximum stipulated stipulated in par. (1), as the case may be, with the approval of the DJIP/Dmbip, based on a justification from the Board of Directors of the educational unit, which requests the exemption from the provisions of par. (1)». From our information, the educational unit requested the operation of the 9th grade in the school year 2025-2026. The teachers of the Nicolae Bălcescu high school are afraid that if they no longer have the opportunity to continue their studies at home, many of the children will give up school. The head of the Constanța County School Inspectorate, Sorin Mihai, says that in the decision adopted by the County Admission Commission, the legal provisions were strictly taken into account.

On August 14, the County Admission Commission evaluated how many classes of the proposed ones were formed, where it was not possible to reach the schooling plan intervening the dimensions by the IȘJ decision, said the head of IȘJ.

“At Nicolae Bălcescu, the class was not formed, so it was diminished. And they were directed to other educational units at the time. But it did not happen only to Bălcescu. There are eight classes, and not only on the 9th grades. We also discuss the preparatory class, we also discuss the VA class, all those that have not been created. Especially on admission, this says the legislation, we do not say it. We do not have something especially with Nicolae Bălcescu. Proof that we don't have something especially with Nicolae Bălcescu is that where The class was already constituted, respectively the one that is now the 13th evening, as a result of the justification of the CA, as the legislation says, we approved to operate minus 2 (n. Red.-a dispensation with two students under the minimum number). But that was a class already constituted. We cannot discuss when setting up a class of calculation with repeated students. Because when you do the schooling plan, in January, you do not make your class taking into account the repeats ”, motivated the general school inspector.

The chief of IȘJ Constanța said that the school could not request and Ișj could not grant that dispensation for acting, being a class beginning class. Prof. Sorin Mihai also claimed that in Constanța county there is no 9th grade that received the approval to operate with less than the minimum number of legislation.

“Intra-county transport is free”

“We have at least 100 free places in other educational units. (…) Intra-county transport is free”, Sorin Mihai said. The chief of Ișj mentioned the example of his son, who makes the shuttle daily, 40 kilometers.

“It would be ideal, it would be great to have a school population and a high school in each locality ”said the chief of IȘJ, claiming that “A high school has no constituencies ” And that, in addition, there are high schools in Constanta that also provide accommodation and canteen in the home. Moreover, there are even free places in dual education, with professional scholarships of at least 1,000 lei/month, the general school inspector said.

“We have another week and you wake up … no mother wants another locality”

The parents of the 16 students signed with the teacher a report, demanding the maintenance of the class from Nicolae Bălcescu. The fact that they woke up overnight with the news that they might have to send their children to school tens of kilometers away no one.

“However, it may not be abolished. You realize, you should have transport money, package money, money … I am a single mother, you see how it is with the money, with salaries, that you live in Romania. It's not for families easy. We hope to stay here, locally, otherwise it will be difficult for us. And, especially, where to take it?! Because he has no average, that he has enrolled, at the professional, I cannot take him to the high school ”, He expressed concern the mother of a student enrolled in vocational education, at Nicolae Bălcescu. “No mother wants another locality ”the parent added, for “Truth”.

The uncertainty does not do well to the teachers either. If this class does not work, including the classification will have to be restored, they are aware.
