“If the special act has not been in force from October 1, the system is also not prepared for hundreds of thousands of people within a month for legalization of stay in Poland according to the applicable provisions before the special law. It will be a colossal and immediate blow to the labor market and the Polish economy. Is it ready for this Poland, which has already begun a crisis from other, both external and internal reasons,” Gremi Personal Yuriy Grygorene.
In his opinion, the changes proposed by the president will also weaken the sense of security of Ukrainians working in Poland, which may be an impulse for them to change the country of residence or return to their homeland. He added that the president “surprised” with his decision, because during the campaign he did not mention that he was against helping Ukraine. “It is rarely talked about what kind of volume of help directed to persons professionally inactive in relation to what payments to the same ZUS affect over 800,000 Ukrainians who are professionally active. Grygorenko pointed out that there is certainly a black work in Poland among foreigners, but the regulations so sealed the applicable system that “it is almost impossible at the moment.”

The amendment to the act vetoed by the president assumed an extension of temporary protection granted to Ukrainian citizens, escaping from the war, until March 4, 2026. According to the executive decision of the EU Council, temporary protection was extended until March 4, 2026, which required the introduction of relevant amendments to the Act.
The amendment was also to clarify the premises for receiving the 800 plus benefit, so that it is also paid to children who graduated from secondary school before the age of 18 and meet the obligation to study by attending the university or for qualifying professional courses. According to the amendment, there was to be supported for local government units in the implementation of additional educational tasks related to the education, upbringing and care of children and students who are citizens of Ukraine.
– The Act on the help of Ukrainian citizens does not make the correction around which a public debate was pending. I will not change my opinion and I recognize that 800 plus should only belong to those Ukrainians who undertake the effort of work in Poland – said the president at Monday's briefing, justifying their decision.
