The vast majority of the expressed opinions were clearly critical of the solutions proposed in the project, and their authors did not shy away from blunt formulations.
“Politicians – like diapers – should be changed often for the same reason. It is not indicated for citizens to keep the same people on the stools without interruption, and this type of change means that there is a risk of dynastic renting of power by the same people, “wrote one of the consultation participants, and another emphasized: “Enough of corporation and sitting on stools throughout your life.”
Below is a review of opinions expressed in consultations.
“The introduction of these changes will result in a return to the previous state of affairs, which was unfavorable for local communities, due to the creation of local systems with entrepreneurs, preventing the rotation and rejuvenation of staff, and to direct their own interest and not social interest by the authorities.”
“It is impossible to resist the impression that the proposal to abolish two -classness is an action calculated to maintain power by those who already have it, and not real concern for the quality of local democracy.”
“Two -wayness gives new candidates with significant asymmetry of strength. New candidates have a better chance of breaking down when they do not have to compete with many years of officials with facilities and recognition. Limiting the term may also reduce the risk of abuse and corruption, especially in places where local media depends on local governments.”
“The introduced change leads to the transformation of the positions of mayors and commune heads from local government into oligarchic.”
“Lack of term in local government causes the creation of systems and sieves, burnout and routine of local government officials. Captismalness is fresh blood, creativity.”
“Two -way is desirable for many reasons: – First, it reduces the risk of pathologies related to excessive attachment to power; – secondly, it protects against burnout and stagnation, which often appear after too long fulfilling the same function; – thirdly, it opens the way to a fresh look at old problems, enabling the introduction of innovative solutions and adaptation to changing conditions.”
“From history, it can be clearly concluded that eliminating the limits of the term of office was the first step to establishing most totalitarian systems.”
Voices supporting the abolition of two -way were definitely less – some of them below.
“The current provision limits the right to choose. It prevents or significantly limits the continuation of long -term plans. It crosses the desire to introduce long -term strategies by a commune head, mayor or president. It also discourages from building good relations between the bodies of various levels.
“Two -way is a limitation for the authorities who implement many years of self -governments development programs. It is a negation of the idea of democracy in the event that the steward works in the position, he has social support.”
“I would like to have the right to choose, I live in a commune where an experienced head of the village is and I would like to vote for him again.”
At the beginning of July, PSL has submitted a project in the Sejm that tolerates the principle that the head of the village, mayor or president of the city can only be for two terms. In addition to the abolition of two -wayness in the draft amendment to the Electoral Code, it is also proposed to liquidate the ban on the candidate for the commune head, mayor, city president also in the election to the poviat council and the voivodship regional council.
Social consultations of the parliamentary bill amending the Electoral Code ended on August 7. The report on their course is available on the Sejm website.
The two -way mayors, mayors and presidents were introduced in 2018 and applies to local government elections carried out in the same year. The amendment to the Electoral Code introduced at that time also extended the term of office of local governments from four to five years. (PAP)
