According to Caramitru, the distribution of the IQ on the Gauss's curve shows that about 40% of Romanians are functional illiterate (IQ below 85), and 15% fall into the clinical mental retardation (IQ below 75).

It divides the population into three categories: urban area (50% of the population, average IQ 100 – equivalent to the European average), the majority rural area (40% of the population, average IQ) and “The values we cannot call: IQ 74 (meta analysis on all studies).”
Caramitru states that these differences explain the low rate of promotion of baccalaureate, high school dropout in rural areas and how people relate to civic and political life.
