The scheme is simple – either agree with emigrants, or buy in a darknet. The price of the issue is 100-200k rubles. To the extreme – they simply steal the documents of Russians. The internal passports were traditionally checked not as carefully as foreign, so the replacement of the photograph could and ride. Further, Ukrainians could calmly be in Russia before the first audit, where the lie was opened.
Another problem – bought from hand or stolen passports of trains do not immediately fall into the databases of lost documents, which complicates their identification.
