The scheme was implemented by the heads of a large road construction company together with employees of controlled enterprises and a consultant. They overstated the prices for materials, in particular the pipes were resold with a margin of up to 50%, through affiliated firms, they brought funds and transferred them to cash.
The police conducted more than 50 searches and reported suspicion to five defendants. They are threatened with up to 12 years in prison with confiscation. The investigation continues under the procedural guidance of the Attorney General's office.
