In the fall, the demolition works at the “Stefan cel Mare” stadium would begin, after the changes proposed by an emergency ordinance on implementation of national programs in the field of public works. The Dinamo Sports Club would pay 26.7 million lei (about 5.3 million euros) until July 2026.
Later, CS Dinamo would pay 20% of the expenses regarding the construction of the new arena in “Stefan cel Mare”. According to estimates, the total cost will amount to 170 million euros. This means that Dinamo should contribute about 34 million euros to the stadium, the rest being covered by CNI.
Only after July 1, 2026 will he be able to begin the actual construction of the stadium, after the austerity measures imposed by the Government.

“The changes proposed by emergency ordinance allow the project to unlock and start the works this fall!
Today, 25.07.2025, the Ministry of Development, Public Works and Administration announces the opening of the decision -making procedure of the process of elaborating the project of the following normative act – ordinance for the modification and completion of some normative acts and for establishing measures regarding the implementation of national programs in the field of public works.
Art. X. – Annex no. 3 at the Government Ordinance no. 25/2001 regarding the establishment of the National Investment Company “CNI” – SA, published in the Official Gazette of Romania, Part I, no. 472 of August 17, 2001, approved with modifications by Law no. 117/2002, with the subsequent modifications and completions, is modified and completed as follows:
(7) The administrative-territorial units/subdivisions on the territory to which the investment objectives provided in par. (6) may decide, by decision of the deliberative authority issued in this regard, the support of the beneficiaries, by participating in their co-financing of 20% of the total value of the construction-assembly works. In order to support the beneficiaries, convention is concluded between them, the National Investment Company “CNI” – SA and the administrative – territorial supporting units/subdivisions.
Art. XI – The investment objectives included in the subprograms provided in art. X point 3 for which the technical -economic indicators were approved and the public procurement procedure of works by the National Investment Company “CNI” – SA was initiated, by transmitting the announcement or the invitation to participate, or for which the public procurement contract of works was concluded, until the date of the entry into force, to the date of the public, The new “Dinamo” stadium.
CS Dinamo will contribute 20% to Dinamo stadium construction

In the situation in which the execution of the works at the investment objectives at the date of entry into force of this project began, the 20% of the value of the construction-assembly works applies to the remainder to be existing at this time ”, writes the mentioned source.
Building will start after 1 July 2026
