“The European countries are not currently prepared for the intervention in the case of natural, industrial or associated disasters. The public, the public, the citizens and the communities in all European countries still live at a collective mental level in times of peace, calm and tranquility. In reality, things have changed at times radically and the logical reaction is to adapt to it. said minister Cătălin Predoiu.

He also stated that civil and military defense should be integrated according to NATO model.

“The resilience of societies involves resources, cooperation between countries and cooperation between governments and citizens implies honesty and responsibility in explaining this new reality to citizens and in parallel to allocate the necessary resources. Any field must now be viewed by the lens of individual security and safety, collective and national, including civil defense.

That is why close cooperation is required and integration between civil and military, as already conceived at NATO level. In the effort to raise awareness of the new security reality, the first step must be taken by the leaders, by those who lead governments and countries, to adapt their conceptions and decisions to this new reality: for a relatively long time, all policies must be viewed from a security perspective, from organizing the national economic model, education, etc. and until civil defense and public order. Then the population must be prepared to face severe situations ”added Predoiu.

Within the Council, the ministers stressed that the population should be prepared to withstand 72h to 7 days in crisis situations, until the intervention of the governments, the practice of training stocks essential for subsistence being key to survival.

Another topic debated at the Jai Council was illegal migration. The lack of vision and coherence of the policies of some European leaders and governments has led to crisis situations in terms of illegal migration in some EU member countries in recent years, transmits in the statement.

“More Romanian has taken this threat seriously and today we have a low level of migration to zero. But border protection is not sufficient. Legislative, at European level we have to improve the mechanisms of returning illegal migrants.

I think the EU and some European governments should give up naivety in combating illegal migration. Without strengthening the return capacity and political will to apply it, European countries will remain vulnerable to migration. Romania has adapted its legislation in this regard, but the effort to increase the efficiency in combating migration must be continued”, The Minister of the Interior said.

“Regarding the use of light drugs, there is no uniformity in the policies of European states”

Regarding the fight against drugs, the third subject discussed at the JAI Council, it is confirmed that all European countries have serious drugs and drug use.

“On the other hand, in terms of light drug use, there is no uniformity or harmony in the policies of European states. In some states, such as Romania, the legislation is based on the principle of zero tolerance to drug use. In others, there is some tolerance or even permissiveness to the consumption of mild drugs.

I believe that each country has the right to organize how they consider it in this regard, through democratically adopted laws. And I am convinced that Romania must remain in the principle of zero tolerance to traffic and consumption and that the Romanian Police must continue the fight with the drugs started two years ago and better and to increase their efficiency in this struggle ”, Predoiu said.
