A new superlig season begins the next days, and the central referees commission is preparing for the first matches. Last days, the physical and theoretical tests of the referees took place, where the newest changes of the internal regulation were presented.
In addition to the “rule of the 8 seconds”, which penalizes the time shootings of the goalkeepers with a corner kick granted to the opposing team, from the new season will appear the Vice -Căpitan! What is it about? The president of the CCA, Kyros Vassaras, spoke at length about these changes.

The head of the arbitration in Romania started his speech saying that “there is a clear message for the next season.”
“We must all be on the same wavelength and all understand that the referees will explain the important decisions only to the captains! Only the captain can come to discuss, in a calm and respectful tone. We want a dialogue, we want transparency, but in a civilized way, respected by the captains.
We do not want to stop normal interactions between players and referees. If we have a civilized dialogue, there are no problems. We want to become the captain's responsibility to keep his colleagues at a reasonable distance from the arbitrator. Around four, five meters”, Explained Vassaras.
He also pointed out that “we do not want the interactions between players and arbitrators to be an opportunity for players to behave in an offensive way or just to protest. For this reason, we believe that the referees must behave civilized. We want the players wearing the captain's banner to be an example of how a captain should keep their players away from the referee. That, then, just the two of them to discuss”.

Even though the rule has been implemented in Romania for a year and a half, Kyros Vassaras puts pressure even higher for class behavior on the football field.
“For this reason we will train the arbitrators to invite the players, through a gesture, to move away from him or the incident. We will ask the captains to make this gesture. To be proactive, to prevent meaningless collection of yellow cards. Important decisions such as a lime analysis or situation to be discussed with the captain, the referees will be the ones who will go to the captains to explain their decision“, Said Vassaras.
Normal interactions between players and referees are allowed and remain an important part. We want transparency and avoid future frustrations and conflicts. Things we do not consider necessary. That is why you will see referees dialogue, then they will give yellow card.

Kyros Vassaras also spoke about the situation in which “the captain is a goalkeeper”. “Then the referee must invite the Vice -Căpitani to be present at the beginning of the match to explain the rules and the protocol between the captain and the referee. In this way everyone knows, whether we are talking about spectators, observers or players. This rule is to have more transparency. For people to see what it is, ”said the chief of CCA.
“It is not a mandatory rule, but we have already implemented this in our championship and we will continue. After the captains are present, only the goalkeeper who is the captain or the nominated player can dialogue with the referee. Not both! In the punishment area, the goalkeeper can dialogue with his referee. But outside the punishment area or around it, it is recommended that only the Vice -Căpitan talk to the referee ”, explained the head of the referees in Romania.
The referee can also communicate with a player other than the captain, if he is involved in an incident, and his behavior is adequate. At the same time, the protests, even those from the captains, can be sanctioned with a yellow card. The same sanction may be applied by the arbitrator and when other players surround him or approach him without his consent
