In the Krasnoyarsk Territory, “Nalvayki” continue to violate the law

In the Legislative Assembly of the Krasnoyarsk Territory, a discussion of the law on toughening the sale of alcohol in the region continues. The Ministry of Industry and Trade of the region notes that so far the “Nalvayks” violate the time frame established for them.
Now in the region there is a ban on the night work of the institutions that trade in alcohol, which are masking for the universal catering, they can not work from 23:00 to 8:00. However, according to the Ministry of Industry, the time regime is violated. From the beginning of the year alone, the police transferred information about 113 violators.
New amendments to the law, which are now discussing in the regional parliament, should narrow the time of sale of alcohol even more. The authors of the amendments are the chairman of the Legislative Assembly Alexei Dodatko, the chairman of the Committee on Economics and Tax Policy Yegor Vasiliev, Ilya Zaitsev, Vladimir Chernyshenko, Andrei Novak, Alexey Boykov, Maxim Markert, Irina Ivanova, Denis Terekhov. They propose to completely ban the retail sale of alcohol in all stores on June 1, on the International Children's Day, and September 1, on the day of knowledge. It is also said about a change in the time when you can sell alcohol in stores in apartment buildings and on the territory adjacent to them: from 10 in the morning to 21 hours. The document has already been adopted in the first reading.

Representatives of municipalities performed at the meeting. They said that in Achinsk in 2024, alcohol sales grew compared to the edge – 8.02 liters per capita against 6.1 liters. In the Kezhemsky district, the sale, on the contrary, was reduced. As one of the reasons was called the expansion of the capabilities of local youth for free sports. In both municipal education, local acts have been adopted about the boundaries of territories adjacent to social facilities – schools, sports organizations, which do not allow retail sale of alcohol products.
The same act was adopted in Krasnoyarsk. In November 2024, the city administration recommended increasing the boundaries of territories where the sale is not allowed, up to 100 meters. The administration made an initiative – to contact the federal level and add youth centers to the list of social facilities. At the same time, according to Irina Antipina, when borders are expanded, from 27 to 62% of stores of various retail chains of the city will fall under restrictions and should be closed, and this is a reduction in jobs and a decrease in tax payment.
The proposals were made to establish different norms for cities and rural settlements, to limit the sales of children's goods in alcohol, as this accustoms children to visit such stores.
The section was attended by deputies Andrei Metzler, Yuri Zakharinsky, Andrei Ignatenko. Viktor Kardashov noted that the prohibitions will not work to solve the problem. If you remove legal alcohol, the moonshine market will grow. The deputy also noted that the educational factor affects alcohol consumption, and a small business engaged in the sale of alcohol can hardly be rebuilt to other goods. According to the deputy, before making unambiguous conclusions and deciding something for citizens, you need to know the real situation and conduct research.
The Chairman of the Committee Yegor Vasiliev noted that the positions of the municipalities are very different. There is both positive experience and negative, someone stands for even greater tightening and asks to give each territory the right to independently determine the time in which they will allow the sale of alcohol.
“We generalize all this experience, study the experience of other regions, our colleagues from the State Duma, where there are also enough radical proposals. It is clear that the process on today's bill, even taking into account the deputy amendment, will not end. The phased work is going on, and we will improve the legislation to regulate the sale of alcohol products further, ”the chairman of the committee explained.
The draft law was submitted to the session in the second, final reading. At the same time, the deputies transferred the entry into force of new restrictions to the first of March next year.
