The CEO of IT Holding T1 Alexei Fetisov proposed to create a repository of proven OpenSource solutions based on the development of the largest market players.

He stated this during the IT riding with the Minister of Digital Development by Maksut Shadaev, who traditionally closes the PMEF. The initiative has found support for the head of the Ministry of Construction and is already being worked out by industry experts and a regulator.

Speaking at a meeting with representatives of the authorities and business, Alexei Fetisov emphasized that the situation of a dual configuration has developed on the Russian IT market: within the framework of regulatory requirements for KII, it is impossible to use solutions that are not in the register of Russian software, but in the absence of analogues, you can introduce Open Source products.

“On the one hand, Open Source helped the country make the task of import substitution solved. This is recognized, including regulators and mincifers. On the other hand, since 2022, we have repeatedly seen what security problems a lack of control and verification of such decisions, ”said Alexei Fetisov.

Maksut Shadaev emphasized that Open Source is a great opportunity to quickly develop domestic IT solutions, while observing all safety requirements.

The head of the IT Holding T1 proposed creating a repository of trusted software based on the development of players who, as part of the conveyor of safe development, built an Open Source test. So, the Minzifra will have a list of accredited IT companies for enterprises that, when integrating decisions, can make a choice in favor of open software.

In his opinion, the regulator could develop mechanisms for including participants in the list and their control. The format, as Alexey Fetisov completed, is interesting to many market players. In addition, decisions that are implemented on the principles of decentralization and openness should really be open to customers.

“The time of closed black boxes leaves – the vendors need to enter their product into the client’s landscape, and in order to facilitate this process, it is necessary to increase the degree of openness,” said Alexei Fetisov.

The minister expressed confidence that the idea had great potential and suggested until the end of summer to work out the format of the entrusted repository on the basis of an open code.
