What laws the government wants to modify this summer: from the modification of the Fiscal Code to the efficiency of the activity in the public administration

The Bolojan government approved on Monday evening, in its first meeting, a draft law on the ability to issue ordinances during the summer, on the parliamentary vacation. The project reached the Senate on Tuesday, being the first room notified.
The document contains a list of laws that the Bolojan government aims to modify from July, until September, when Parliament's works will be resumed in the second ordinary session of 2025.
The parliamentary holiday lasts two months, July and August, during which the Government can issue simple ordinances, in the following fields of activity: finance and economy, development, public works, agriculture, work and social solidarity, digitalization, health, transport and infrastructure, environment, foreign businesses, consular activities and investments, investments and investments.
The government will have the opportunity to propher and modify terms provided in normative acts with law.
Many of the simple ordinances will be in the tax area
According to the draft law that reached the Senate, many of the laws targeted by the Bolojan Government for modification by simple ordinances are from the tax area.
We remind that in the government program several fiscal measures are provided, such as increasing the tax on dividends to 16%, the additional taxation of gambling and betting, eliminating VAT facilities, but also tax increases and excise duties.

Changing the Fiscal Code, on the government list
The government is obliged to adopt, by October 15, several measures aimed at reducing the budget deficit. Some of these measures can be taken even from this summer. According to the draft approved by the Government, there are aimed at amendments to the Fiscal Code and the Fiscal Procedure Code.
At the same time, measures related to corporate governance in state companies are also targeted.
List with Fiscal Domain Changes that could be made this summer:
- Modification and completion of Law no.431/2023 regarding the assurance of a minimum global taxation of the groups of multinational enterprises and of the large national groups;
- Modification and completion of Law no.227/2015 regarding the Fiscal Code, with the subsequent amendments and completions;
- Modification and completion of Law no.207/2015 regarding the Fiscal Procedure Code, with the subsequent modifications and completions;
- Modification and completion of the ordinance of Guvem no.6/ 2019 regarding the establishment of some fiscal facilities, approved by Law no.216/ subsequent completions;
- Rectification of the state budget for 2025;
- Rectification of the state social insurance budget on 2025
- Regulation of fiscal-budgetary measures;
- Modification and completion of the Emergency Ordinance of the Government no. 115/2011 regarding the establishment of the institutional framework and the authorization of the Government, through the Ministry of Public Finance, to auction the certificates of greenhouse gas emissions attributed to Romania at the level of the Euopean Union, with the subsequent modifications and completions;
- Changing and completing the Ugency Ordinance of the Government no.77/2009 on the organization and exploitation of gambling, approved with modifications and completions
By Law no. 246/2010, with the subsequent modifications and completions; - Modification and completion of some nomatic acts in the field of corporate governance;
- The modification and completion of the Law on the organization and focus of the official statistics in Romania no. 226/2009, with the subsequent modifications and completions;
- Modification and completion of the Ugency Ordinance of the Government no.140/2022 regarding the single industrial license, approved with modifications by Law no.98/2023, with the subsequent modifications and completions;
- MMODIFICATION AND FILLING OF THE ORDINANCE OF GUVEN NO. 41/1994 regarding the authorization of the payment of contributions to the intergovemamental integration organizations to which Romania is a party, approved by Law no.126/1994, with the subsequent modifications and completions.
Measures to reorganize public institutions
In addition to fiscal measures, the Bolojan Government also considers changes related to the reorganization and efficiency of public institutions.
The list of “measures to efficiency the activity in the public administration” are passed on the list. There are also “measures to reorganize the Romanian Agency for Investments and Commerce, but also” Reorganization measures of the Romanian Cultural Institute “.
Also, the modification and completion of some nomatic acts are also considered and the establishment of measures regarding the implementation of national programs in the field of public works.
