“If it is not an attack on national defense, it is an affront brought to the president.” Decision on defense and external ministers, criticized by a security expert

Romanian politicians seem to have understood absolutely nothing of what has happened lately, says the international security expert Hari Bucur Marcu. With a border war and against the background of the popularity of the right -wing radical parties, Romania will have an unskilled foreign minister and a defense minister as well, says the expert. Specifically, from USR, Oana Țoiu is Minister of Foreign Affairs and Ionuț Moșoiu Minister of Defense. No one has studies, experience and knowledge in the vital fields they would manage

What preparation do the two future ministers have

The CV of Oana Țoiu shows that she is licensed in communication, at the Faculty of Journalism and the Communication Sciences, the University of Bucharest. In 2016, the USR deputy was Secretary of State at the Ministry of Labor, Family and Social Protection. In the CV there are also courses and conferences to which it was present abroad, but without any relevance to the ministry it will lead. Previously, between 2005-2007, he worked at the Department of Monitoring and Media Analysis of the Active Watch organization on projects for the Ministry of Foreign Affairs, at the Save the Children and TVR organization. For his part, Ionuț Moșteanu studied Automatica at the “Politehnica” University of Bucharest, then management at the Bioterra University, after which he followed an English master at the University of Bucharest, within the Faculty of Philosophy. Mosteanu was also Secretary of State in the Ministry of Transport and has marketing experience. Although he had no training in the field, he was part of the Transport and Infrastructure Commission, then became a member of the Commission for Public Administration and the spatial planning. More recently, although he has no qualification in the field of defense, he became a member of the Commission for Defense, Public Order and National Security, and then a member of the Delegation of the Parliament of Romania to the NATO Parliamentary Assembly. “There is a circle of people who are good at security and national defense. I know everyone. The one who will be the Minister of Defense is not part of them, certainly. Moreover, he is not the only one and he is not the prime minister to run the defense, although he has no tangent with the field. Defense and external should be led by the best professionals the country has, not by people without any competence in the field”Says Hari Bucur Marcu.

“There may be the minister's goalkeeper”

However, the appointment of Ionuț Mosteanu seems to the expert and harder to understand, especially in the delicate geopolitical context in which we are.

“We are talking about completely incompetent and completely irresponsible people, especially if they agree that such people, without any connection with their fields and without any experience, lead so important ministries. But, it is true, things go by themselves. Our luck is that we must respect NATO planning, and no matter how much incompetence, there are less or less,” says the expert.

Hari Bucur Marcu is not very surprised by the nomination of Oana Țoiu as a foreign minister.

“The foreign minister can be anyone. There may be the minister's goalkeeper, as much incompetence there is there. As a minister, he will be there at international events, he will take pictures, he will be at the table to sign documents. The lady who is completely unprepared, only the tradition is respected. Foreign policy ambition.adds Hari Bucur Marcu.

From evil to worse

The expert also recalls that in the two ministries, for defense and external, there were also people who should never have reached this position.

Currently, things are all the more serious as Romania has a war on borders and all Europe talks about the risk of it.

There are more and more those who warn that in the next 5 years, if we do not prepare, it gives the war upon us. And what do we do, who do we put ministers? If the nomination of the island for the dignity of the Minister of National Defense is not an attack on national defense and common defense, in NATO, it is certainly an open affront to the President of Romania, in the form of a game of play, of the type: to see how it is! If it is not an element of betrayal, anti-Europeanism with its appointment, then how can it be cataloged? And he does not matter or as a person, I have absolutely nothing with them, but you can not bring such people to the government. The new Minister of Defense is a specialist in the management of agrotourism and was at a university, bioterra, who was not even approved. Not that it would be bad to be an expert in agriculture and agrotourism management, but then you take care of it, you can't run the Ministry of Defense in a NATO country.”, Says the expert.

By appointing people without competences at the forefront of the country, politicians are practically preparing to put the country on the tray of parties considered radical or far right.

“I voted against these radical parties, against Călin Georgescu, against Simion, but what these people who have always been and are and now in power is incomprehensible. I feel that the whole will look the same, there will be most unprepared people, self -employed. With such politicians, with such dignitaries,”, Says Hari Bucur Marcu.

Hari Bucur Marcu was Associate Senior Fellow for the Defense Policy at the Geneva Center for the Democratic Control of Armed Forces (DCAF), counselor in the Ministry of Foreign Affairs for the establishment of the post-conflict reconstruction center, the academic coordinator of the NATO Study Center in Bucharest, officer responsible for the Miliar and the Romanian

Since the transition into reserve in the spring of 2003, Hari Bucur-Marcu has strengthened its reputation as an international expert in the issues of the building of defense institutions, defense policies and military alliances, especially NATO, as well as the reform of the Security Sector.

He is the author of the book Essentials of Defense Institution Building, published in Vienna in English and translated into French, as well as the first editor of the volume Defense Management – An Introduction, published in Geneva, in English and translated into Armenian, French, Russian, Spanish, Turkish and Ukrainian. He is also the author of several chapters in books and articles that address financial planning topics, public information, training policies, defense transparency, institutionalization of security risks and the like. He published a self-evaluation kit for the institutionalization of defense, in Geneva, in English and translated into Russian and Ukrainian.

He organized courses and seminars and contributed to conferences, seminars and workshops in Armenia, Azerbaijan, Belgium, Bulgaria, Croatia, Georgia, Germany, Republic of Moldova, Romania, Slovakia, Switzerland, Turkey, Ukraine, United Kingdom, United Arab Emirates and United States. He was part of teams of international experts who visited Armenia, Azerbaijan, Republic of Moldova and Ukraine and counseled the armies of these states, including the Ukrainian.
