Controversy around the Clean Air program. Subsidies and delayed transfers


Inspection statistics carried out by the National Fund for Environmental Protection and Water Management (NFEPWW) indicate numerous irregularities. From the beginning of 2024 and in the first quarter of 2025, 1.4 thousand were already spoken. co -financing contracts. In relation to 652 cases, subsidies have been reduced. The obligation to return funds covered a total of PLN 40.9 million.

Problems with the reimbursement of the subsidy are due to many reasons. Voivodship Environmental Protection Funds mention, among others: exceeding the deadlines for the implementation of work or settlement of advances, inflating the costs of submitted investments, failure to meet specific technical requirements or removing devices for which funds were granted. In some cases, the reimbursement decisions were associated with leaving inefficient heat sources in the buildings. As stated, the controls in the program are still ongoing.
Contractors also raise their reservations. In an open letter addressed to the prime minister, climate and environment minister and WFOŚiGW, entrepreneur Michał Sobczyk draws attention to several months of delays in payments for the work done. “Delays expose us to great financial difficulties and threaten the further functioning of our companies” – wrote Sobczyk, quoted by the newspaper.
