The Plenum of the Regional Committee of the CPSU adopted a resolution “On the work of the Birobidzhan district party organization for the implementation of decisions of the XXIV Congress of the CPSU”, which notes that the district party organization has done a certain organizational and political work to mobilize the Communists and all workers to a practical solution to economic and political problems.
In 1971, the Birobidzhan district fulfilled the plan for the state of grain, meat, milk, honey to the state, the livestock of cattle and pigs increased, the plan for the sale of industrial products was fulfilled, retail trade increased, and domestic services increased. The Plenum ordered the KPSS district committee, the district executive committee, the party organizations of the state farms and the Ilyich Testament collective farm to send the efforts of collectives, all workers, collective farmers, specialists to successful, the implementation of the XXIV Congress of the CPSU.

By a decree of the Presidium of the Supreme Soviet of the USSR, the city of Birobidzhan was awarded a high state award – the Order of the “Badge of Honor” for the successes achieved by workers of the city, in economic and cultural construction, a great contribution to the development of the economy of the Far East. At a solemn meeting of the regional committee of the CPSU and the regional council of people's deputies dedicated to the 50th anniversary of the Jewish Autonomous Region, the first secretary of the Khabarovsk Regional Committee of the CPSU A.K. Black congratulated the workers of the Jewish Autonomous Region:
“This award is a worthy assessment of the contribution of the working people of the city of Birobidzhan to the development of the production forces of the Far East, the recognition of the successes achieved by workers of the city in socialist construction.”

In the Birobidzha Palace of Pioneers and Schoolchildren, for three days, a rally of young technicians took place. 230 participants gathered at the regional rally. The guests made a tour (0+) around the city, visited its industrial enterprises, on the collective farm “Testaments of Ilyich”.

“The stations of young technicians cover 26 thousand students in the region. In addition, there are a wide network of technical circles in schools, which are guided by skilled teachers-master. The best works of young technicians are used in the national economy. 142 schoolchildren-participants of VDNH.
The exhibition halls of the rally (0+) represented work in five areas of technical creativity: small-sized technology, radio electronics, the manufacture of educational and visual aids, air drying and film photodeling and film photododel.

Of course, cars that are of practical interest attracted public attention. This is primarily a small-sized tractor made by pupils of the Birobidzhan boarding school. The guys saw him in action. Pupils of a boarding school on their tractor process a school site, transport goods. “Under the supervision of the head of the circle of A.S. Kuznetsov, they also designed the Penguin Aerosani, which in winter also find useful use.”
Very interesting small -sized cars were demonstrated by a group of V. N. Ivanov with the Birobidzhan station of young technicians. The BIR Motoblock can perform nine different operations – plow, plow, hill, sweep the yard, etc.
The snowflow “Elk” freely overcomes long distances over frights and bumps. A fisherman, a hunter, an examiner of the power line, a meliorator, and a police officer would not refuse such a technique.
Small -sized technique, which has a targeted orientation, was also presented by schoolchildren from Birofeld and Waldheim.
The section of radio electronics was vast at the exhibition – 69 works. Several of them can be recommended for use in the national economy. For example, the Sinko bone device from Khingansk is successfully used at the Khinganolovo Product testing station. The economic effect of the radar division of a young technique is 2 thousand rubles.
The delegations of the city of Obluchye and the village of Khnghansk were worthy rivals to the Komsomol members and Vyazemns in the review and protection of electronic devices.
Students of Birobidzhan schools No. 2 and 3 presented good works on the implementation of educational and visual aids.
There were no rivals for the film photodistia of the regional set, which is led by a veteran of technical creativity, EAO Matvey Mazur. Color and black and white photographs, slides, the phenomenon's film “Gemini”, the film magazines “Peer” received the highest rating of the jury.

The rally ended with a qualified analysis of the work of its participants in all areas of technical creativity. The jury dedicated the best, having awarded a large group of young technicians with diplomas “Master – Golden Hands” and valuable gifts. Certificates of honor of the regional department of public education for many years of work on the development of children's technical creativity were awarded to many leaders of the stations of young technicians and technical circles … “
After the competition (0+), the protection of projects, devices and models took place of regional competitions of young aircraft and ship models. The teams of Nikolaevsk-on-Amur, Komsomolsk and the regional center distinguished themselves. “
