Ukraine in EU roaming? This is possible from 2026

On Tuesday, the European Commission proposed that Ukraine be included in the EU roaming zone in January 2026. It would be the first area of the EU Uniform Market, to which Kyiv would get full access.


In practice, this means that people traveling from Ukraine to EU – and the EU to Ukraine – would not pay additional fees for using mobile telephony. All mobile services, including voice connections, SMS messages and data transmission, would be accounted for at the user's national rates.
Already in April 2022, European and Ukrainian telecommunications operators concluded a voluntary agreement to make it easier for refugees to contact loved ones in Ukraine at reduced costs. On Tuesday, this agreement was extended for the sixth time and is to apply until December 31, 2025 – that is, until the planned incorporation of Ukraine in EU roaming.
The Commission's request was preceded by a positive assessment of Ukraine adapting national provisions to the EU law in the field of roaming services. Now the EC proposal will go to the vote of the EU Member States.
