The Ministry of Finance does not want to increase compensation for Poczta Polska, or at least their distribution over time due to the conditions of public finances, but the Ministry of State Asset argues that it will worsen the bad condition of the post. The departments exchanged comments in opinions to the amendment to postal law.

The current limit amounts to PLN 651 million on 2026 and 2027. However, according to the estimation accepted by the European Commission, compensation to Poczta Polska under the net cost of the obligation to provide universal services may amount to 2024 – PLN 997 million, and for 2025 – PLN 960 million.

“Bearing in mind the conditions of public finances, the expenditure limit for 2026 must remain unchanged. The increase in amounts can be analyzed only in relation to the following years. At the same time, the construction of the provisions should provide for the distribution of the amounts due during the payment of the amount” – writes the Ministry of Finance in the comments to the project.

“It should be emphasized that in the current situation of Poczta Polska, such a significant underestimation of the funding payment amount, which is compensation for excessive financial burden caused by the provision of universal services, will not allow the company's transformation and deepen the current problems with its functioning,” MAP retorts.

MAP reports that work is currently underway to change the regulation, where, among others The issue of the possibility of paying the net cost due to the obligation to provide universal services in tranches will be properly addressed.

“Any delays of payment due to the operator determined by the deepening of his extremely difficult financial situation, which directly affects his financial condition and the quality of services rendered,” concludes the maps. (PAP Biznes)
