In the message, Razumkov said that he initiates the process of resignation of the government along with the team of the Smart Politics interfraction association he headed.
According to him, the Cabinet of Ministers of Ukraine “failed all directions of its activity”, which led to a budget deficit, a lack of money for the army, a threat of payments to the military, a “failure” international policy. He also noted the decline in industrial production, the growth of tariffs and taxes, the closing of FLP Ukrainians and the loss of jobs.
Razumkov believes that the parliament, which is accountable of the government, should now unite.
“There is no policy. This is a step that will be saving for our state without exaggeration. Because if these ignoramuses work in the Cabinet, we will simply lose everything, everything that our defenders are protecting at the front today. All that the rear does, providing the social sector and our army! And if Shmygal has even a drop of conscience-it should be retired. It would be at least some responsible decision after All that his team brought the country! and this would save time that will have to be spent on preparing documents for the resignation of this government, ”the people's deputy wrote.
Subsequently, he published an appeal to the chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk, in which he asked for an order to make a form for deputy signatures under the collective initiative to adopt a resolution on the distrust of the Cabinet of Ministers, as well as the first collected signatures for the resignation of the Shmygal government.
Context
Denis Shmygal has been heading the Ukrainian government since March 2020. Before that, he worked for a month as a deputy minister -Minister of Development of Communities and Territories and six months-chairman of the Ivano-Frankivsk regional state administration. Before the political career, Shmygal was a top manager of several large private enterprises. Before Shmygal, the prime minister was lawyer Alexei Goncharuk, his government worked for six months.
At the beginning of 2021, information appeared in the media that the Shmygal government could resign, but it was refuted in the president’s office.
On June 29, the speaker of the Verkhovna Rada Ruslan Stefanchuk said on the telemarathon that in the near future the Verkhovna Rada of Ukraine would consider the personnel issues of the Cabinet of Ministers of Ukraine. “I am convinced that in the near future the glad will return to personnel issues. Our task is to fill out the government. The government should work professionally, there should be people responsible for their areas,” NV quoted him.
In early July 2024, RBC-Ukraine also wrote, referring to the sources that Shmygal could soon resign-supposedly due to the fact that his foreign policy activity decreased sharply. If such a decision is made, then the head of government can be replaced by the beginning of autumn, the publication noted. Sviridenko also called a possible replacement for Shmygal RBC-Ukraine.
The people's deputy from the “servant of the people”, lawyer Fedor Venislavsky celebrated on July 5 on the air “Radio Liberty” as well The likely resignation of Shmygal, which Ukrainian media write about, will lead to the resignation of the entire composition of the Cabinet of Ministers, and the termination of powers of the government during martial law is prohibited by law. “The legal mechanisms of the implementation of such a hypothetical scenario, I currently do not see without amendments to the legislation of Ukraine,” emphasized Venislavsky. At the same time, he announced the “point decisions” on the dismissal of several ministers, to the effectiveness of whose activities there are questions.
People’s Deputy Yaroslav Zheleznyak said that Venislavsky’s statement about the impossibility of changing the Cabinet has “nothing to do with reality”: despite this law, in Ukraine there was already a change in the head of the NBU and Ombudsman during martial law. He also gave examples that even after the resignation of the prime minister, the Cabinet continued to work.
On July 10, the article “Ukrainian Pravda” entitled “Julia-Prime Minister or the continuation of Shmygal. Whether Zelensky will replace the longest government in history” said that the presidential team allegedly discusses the dismissal of Shmygal, and will probably replace it with the first Deputy Prime Minister Yulia Sviridenko.
